Approval of 9/20/2021 Pre-Agenda Meeting Minutes 2. Approval of 9/21/2021 City Council Meeting Minutes 3. Approve Budget Amendments – Regular (Increases) 4. Approve Budget Transfers – Debt Service 5. MAYOR’S DEPARTMENT Discussion: Substantial Amendment to the 2021 CDBG Annual Action Plan Lindsay Connors advised this is for a grantee added to the action plan. The grant will allow for affordable housing and bring the property into compliance. Set Public Hearing: Substantial Amendment to the 2021 CDBG Annual Action Plan No comments. Discussion and Vote: Authorization for Mayor to Sign the NYSDOT Highway Work Permit – Completion of Work for Geyser Road Trail Tina Carton, sustainability coordinator, stated this will close out the Geyser Road Trail Project at Route 50. Discussion and Vote: Authorization for the Recreation Department Agree to the Capturepoint/Stripe Online Terms and Conditions No comments. Discussion and Vote: Authorization the Mayor to Sign Memorandum of Agreement Between the Saratoga Springs School District and Recreation Department for the Work Base Learning Program/Experience No comments. Discussion and Vote: Independent Contractor – Basketball Referee Game Rates Increase No comments. Discussion and vote: Authorization for the Mayor to Sign a Revised License Agreement for 4 Phila Street Tony Izzo, assistant city attorney, advised this license agreement was previously approved by the Council. The owner wants to repair an entire section of fence. Mayor Kelly advised the address is 184 Phila. Discussion and Vote: Authorization for Mayor to Sign MOA Between the City and the Firefighters Union Local 343 to Settle a Grievance and Demand for Arbitration Christy Spadaro, human resource, stated provisional appointments for two vacant lieutenant positions were made in April 2021. One position was filled with the most senior firefighter and the second position was not filled with the next most senior firefighter. The City denies wrongdoing but agreed to settle the dispute without any further proceedings. The non-most senior firefighter will remain in the position until the Civil Service eligible list is established. The City will pay the affected employee $4,500, which is the amount he would have earned had he been appointed to the position. The City has until November 12th to make the permanent appointment. Commissioner Madigan suggested this should be discussed in executive session. Discussion and Vote: Authorization for Mayor to Sign MOA Between the City and the Firefighters Union Local 343 to Enable Said Employees to Remain Employed by Providing Ample Time to Obtain their Certification in Order to Meet the Minimum Qualifications for the Position Commissioner Dalton stated the firefighters weren’t able to get through school because of COVID and shutdowns. Appointment: Climate Smart Task Force Committee No comments. Mayor Kelly added a Discussion and Vote: Authorization for Mayor to Sign Agreement with Integrated Valuation, LLC for Appraisal Services Relating to the Downtown Connector Project. ACCOUNTS DEPARTMENT Mayor Kelly read Commissioner Franck’s agenda into the record. Award of Bid: Bid Extension of HVAC Services to BPI Mechanical Services, Inc. for Department of Public Safety No comments. Award of Bid: Bid Extension of Plumbing Services to BPI Mechanical Services, Inc. for Department of Public Safety No comment. Announcement: Public Hearing for the Saratoga County Sewer District No. 1 No comment. Mayor Kelly advised Commissioner Franck asked to add an item to his agenda regarding the extension of outdooring eating until November 30th. FINANCE DEPARTMENT Submission: 2022 Comprehensive Budget No comments. Announcement: Budget Workshop Schedule No comments. Discussion and Vote: Resolution to Replenish Reserves and Assignment No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign License Agreement with Skidmore College for Weibel Ice Rink Commissioner Scirocco advised this is a license agreement includes over 3,214 square feet of land adjacent to the northern exterior of the ice rink. The college will be adding a locker room. Discussion and Vote: Authorization for Mayor to Sign License Agreement with Skidmore College for North Side Playground Vince DeLeonardis advised this will allow the City to maintain the property as a playground. Discussion and Vote: Authorization for Mayor Sign Contract with QCQA Laboratories, Inc. for Special Inspections and Testing for Raw Water Intake Project No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with Joe Johnson Equipment USA, Inc. for Sole Source Parts & Service for Elgin & Vactor Equipment No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with Saratoga Auto Supply, Inc. for Automotive Parts No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with County Waste & Recycling for MSW Compactor Rental No comments. SUPERVISORS Mayor Kelly read the supervisors’ agenda into the record as follows: Supervisor Veitch: 1. 2022 Saratoga County Capital Plan and 2. Legislative & Research Committee Update Supervisor Gaston: 1. Nothing at this time. EXECUTIVE SESSION Mayor Kelly moved and Commissioner Madigan seconded to move into executive session to discuss current, pending litigation for agreement between City and Firefighters Union Local 343 to settle a grievance and demand for arbitration and to discuss the agreement for Integrated Evaluation for appraisal services at 10:19 a.m. Ayes - All The City Council returned from executive session at 10:33 a.m. Mayor Kelly stated the two items will remain on the agenda as proposed.
