Lindsay Connors advised this is for a grantee added to the action plan. The grant will allow for affordable
housing and bring the property into compliance.

Tony Izzo, assistant city attorney, advised this license agreement was previously approved by the Council.
The owner wants to repair an entire section of fence.
Mayor Kelly advised the address is 184 Phila.
Discussion and Vote: Authorization for Mayor to Sign MOA Between the City and the Firefighters Union
Local 343 to Settle a Grievance and Demand for Arbitration
Christy Spadaro, human resource, stated provisional appointments for two vacant lieutenant positions were
made in April 2021. One position was filled with the most senior firefighter and the second position was not
filled with the next most senior firefighter. The City denies wrongdoing but agreed to settle the dispute
without any further proceedings. The non-most senior firefighter will remain in the position until the Civil
Service eligible list is established. The City will pay the affected employee $4,500, which is the amount he
would have earned had he been appointed to the position. The City has until November 12th to make the
permanent appointment.
Commissioner Madigan suggested this should be discussed in executive session.

Mayor Kelly stated she has no problem with that and can do right after this meeting.
Discussion and Vote: Authorization for Mayor to Sign MOA Between the City and the Firefighters Union
Local 343 to Enable Said Employees to Remain Employed by Providing Ample Time to Obtain their
Certification in Order to Meet the Minimum Qualifications for the Position
Commissioner Dalton stated the firefighters weren’t able to get through school because of COVID and
shutdowns.

Commissioner Scirocco advised this is a license agreement includes over 3,214 square feet of land
adjacent to the northern exterior of the ice rink. The college will be adding a locker room.

Mayor Kelly moved and Commissioner Madigan seconded to move into executive session to
discuss current, pending litigation for agreement between City and Firefighters Union Local 343 to
settle a grievance and demand for arbitration and to discuss the agreement for Integrated
Evaluation for appraisal services at 10:19 a.m.

The City Council returned from executive session at 10:33 a.m.
Mayor Kelly stated the two items will remain on the agenda as proposed.
