Local Law #3 of 2023 to Amend UDO – 1,000 Foot Buffer for Homeless Shelter – No comment. 2. Amend Chapter 225 – Time Limit Parking on Ash St., Hyde St., Birch St., Willow Ln., and Joseph St. - No comment. PRESENTATIONS 1. Chapter 225 Amendments – Mayor Kim advised this presentation is by the neighborhood residents. 2. Downtown Advisory Committee Update – Commissioner Moran advised this presentation will include the attendance of Todd Shimkus and Lieutenant McGovern. CONSENT AGENDA 1. City Council Pre-Agenda Meeting July 14, 2023 MAYOR’S DEPARTMENT In Memoriam: Tom Wood Mayor Kim advised the supervisor of the Town of Saratoga, Tom Wood, recently passed away. He has asked Supervisor Veitch to say a few words. Mayor’s Recognition: Joseph Brimhall, NYSPFFA Union Man of the Year Mayor Kim announced Joe Brimhall has been awarded union man of the year by the state union. Announcement: Request by Mayor’s Office to Install Stop Signs on Kirby Road/Pine Road, Glenham Road/Lee Drive, Jenee Way/Knight Way, and Slade Road Pursuant to CRTC Technical Memo Mayor Kim advised per the meeting held at Empire State University, residents reviewed the report and requested short-term items to help calm traffic on Grand Avenue. He informed the residents he would make the request to install stop signs to keep this moving forward. Commissioner Moran confirmed this would be a change to the City Code. Announcement: Proposed Amendment to UDO to Include 1,000 Foot Buffer Between Schools and Homeless Shelters No comment. Discussion and Vote: Resolution Authorizing City of Saratoga Springs to Seek CFA Grant Funding for Railroad Run Trail Light Project No comment. Discussion and Vote: Resolution Authorizing City of Saratoga Springs to Seek CFA Grant Funding for Historic City Hall Renewal Project No comment. Discussion and Vote: resolution Authorization for City of Saratoga Springs to Seek WIIA Grant Funding for Loughberry Lake Stabilization Project No comment. Discussion and Vote: Resolution Approving Counsel Fees for Six Current and/or Former Police Officers Mayor Kim advised the Attorney General’s Office filed notice of deposition for six police officers. Commissioner Sanghvi confirmed the cost provided for this. Michael Phillips, assistant city attorney, advised the cost is $250 per hour at five hours per officer. The attorney general was agreeable to allowing one law firm to represent more than one officer. This should all be wrapped up by August 10, 2023. Discussion and Vote: Authorization for Mayor to Sign MOA with PBA and CSEA Mayor Kim advised this is for using a PBA officer to do work due to a vacancy. Discussion and Vote: Authorization for Mayor to Sign Subscription with LexisNexis for Online Legal Research No comment. ACCOUNTS DEPARTMENT Award of Bid: Award of Bid: Household Hazardous Waste Collection This item was deleted. Award of Bid: Household Hazardous Waste to MXI Environmental Services No comment. Announcement: Short Term Rentals Commissioner Moran advised he will provide information regarding activity moving forward. Announcement: Business Milestones No comment. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with MXI Environmental Services for Household Hazardous Waste Collection No comment. Discussion and Vote: Authorization for Mayor to Sign Change Order #1 with Rozell East, Inc. No comment. Discussion and Vote: Authorization for Mayor to Sign Agreement Between the Department of Public Works and the Saratoga Springs City Center Authority Commissioner Golub advised this item was addressed at the last City Council meeting. Item will be removed from agenda. Discussion and Vote: Approval to Adopt Changes in Department of Public Works Canfield Casino Contractual Template for Rental Agreement with Fever Commissioner Golub advised this item was addressed at the last City Council meeting. Item will be removed from agenda. PUBLIC SAFETY DEPARTMENT Mayor Kim advised he will read the Public Safety Department agenda in Commissioner Montagnino’s absence. Discussion and Vote: DPS Personnel Right Sizing No comment. SUPERVISORS Matt Veitch 1. National Association of Counties Conference July 20 – 25 2. Passing of Supervisor Thomas N. Wood III, Town of Saratoga 3. Saratoga County Capital Resource Corporation Grant Program MISCELLANEOUS Second Public Hearing Session Mayor Kim reminded the public and the City Council that the second public hearing session held at the City Council meetings will be via Zoom. Residents must pre-register on Tuesday between 9 a.m. and 2 p.m. The residents’ camera must be on for them to comment and they will be given four minutes to speak. Commissioner Moran inquired if a person in attendance is not able to make comment during the first public comment session, will they be able to speak at the second one if they are still in attendance. Mayor Kim advised he will try to get to all people during the first session. Firearm Ordinance (Chapter 115) Mayor Kim stated his recollection from the last City Council meeting was a public hearing was supposed to have been set for this meeting regarding the firearms ordinance. Lisa Ribis, secretary to the City Council advised she never received the legal ad to place the public hearing notice. Mayor Kim advised he will add to his agenda the setting of a public hearing for the firearms ordinance Chapter 115 to keep it moving.
