Theschooldistrictwas notified inOctober2022thatQuadhadnotbeenremovedfromthetaxroll,which istheassessor’s obligation. Quadpaidthefirsthalfofthe2022/2023schooltaxbill. Theschooldistrictprepared the 2022/2023budgetbasedupontheremovalofQuadfromthetaxbaseandwiththeinclusion ofaPILOT paymentof $ 217,400. Thedistrictneverreceivedthisamountduetothemistake. TheCity’sresolution wastoextendthePILOTsoQuadwouldpaythefulltaxinthe2022/2023yearwiththePILOTstartingin Page 8 of 18 City Council Meeting 9/07/2023 the2023/2024taxyear. Thatsolutionhasnotmadetheschooldistrictwholeandtheyarestilloutthe 200,000plus. Ms.MullaneystatedtheyhopetheCitywillacknowledge theimpactofthisandworktoward asolution. MikePatton, superintendent oftheSaratogaSpringsSchoolDistrict, statedheisheretomakesuretheCity CouncilisawareofthePILOTandthesignificant amountofmoneytheyareout. Commissioner MoranstatedwhentheissuewasbroughttotheCity’s attention, theyresponded immediately. Theyaremakingtherepresentation thattheschooldistrictneedstobemadewholeandthe taxpayers areresponsible for $217,000foraclericalerror. Thelawstatesthatisnothowitworks. TheCity spokewithQuad, whowasamenable totheconversation, theschooldistrict’sattorneywaspresentforthat conversation, andaremedywasputforthtocorrecttheerrorwithanRP553. Thismoneyrepresents .14% oftheschooldistrict’s $ 149milliondollarbudget. TheschooldistricthasfiledalawsuitagainsttheCitythat doesnothavemerit. MayorKimstatedtheCouncilwillgointoexecutive sessiontodiscussthis. Theremaybesomedamages theschooldistricthasincurredintermsofreissuingbillsthattheCitywouldrightfullypickupbecauseitis ourmistake. TheCityCouncilwouldlookatdetailofhowtheschooldistrictgetstothe $217,000figureof loss. EleanorMullaney statedQuadGraphicspaysthePILOTorschoolbillbuttheydon’tpayboth. TracyKroskystatedtheSaratoga SpringsPoliceDepartment’s Facebook accounthasinappropriate comments regardingtheBen &Jerry’sincident. Commissioner Montagnino hasbeenengaging in behaviors thataretroubling andharmfultothiscommunity, particularly inregardstoSaratogaBLM. Itis disheartening towitnessapublicofficialwhoengagesinactionsthatintentionally provokeandescalate tensionswithinthiscommunity. Byinsinuating thatSaratogaBLMiscomparable toaviolentandunlawful eventliketheJanuary6insurrection, wherepeopleweremurdered, heistryingtolabelapeacefulandjust movement asdangerous. Lastspringshesubmitted aFOILrequestofCommissioner Montagnino’s correspondence. Theinformation shereceivedfromJanuary21,2023throughApril26,2023shows Commissioner Montagnino responding tomultiplequestions fromcitizenswithattacksonSaratoga BLM. Thequestions askedofhimhadnothing todowithSaratogaBLM. Commissioner Montagnino signedhis responsewith “allthebest,fromyourresident fascist, ortoproperlyquoteBLM, yourf*** ingfascist”.
