Mayor Kim advised there may be an executive session. MAYOR’S DEPARTMENT Announcement: Appointment of Seamus Brody to Open Space Advisory Committee No comments. Announcement: Appointment of Otis Maxwell to Zoning Board of Appeals No comments. Announcement: Appointment of Pamela Polacsek to Community Development Citizen Advisory Committee No comments. Announcement: Appointment of Ria Curley to Saratoga Springs Arts Commission No comments. Announcement: Appointment of Mark Pingel as Chair of the Planning Board Mayor Kim advised Mark Pingel will be replacing Mark Torpey. Announcement: Appointment of Sarah Burger as Alternate to Planning Board No comments. Announcement: CDBG Application Opens December 1st No comments. Discussion and Vote: Amend Chapter 225 – Remove Time Limit Parking on Joseph Street Mayor Kim advised the Council heard from City residents at the last City Council meeting and will be hearing again from them at Tuesday’s meeting. A vote will be taken Tuesday. Discussion and Vote: Authorization to Submit Grant Application to the Capital Region Transportation Council No comments. Mayor Kim advised there may be one addition to his agenda regarding an announcement. ACCOUNTS DEPARTMENT Announcement: Business Milestones Commissioner Moran pulled this item from his agenda. Announcement: Special Events No comments. Appointment: Mark Graham as Commissioner of Deeds No comments. Announcement: Downtown Advisory Committee Update No comments. Discussion and Vote: SEQRA Evaluation for Weibel Avenue PUD Extension No comments. Discussion and Vote: Amend Chapter 136 of the City Code Articles IV, IVA, V, VI, and VII Commissioner Moran advised this is to extend the date. The applicant is work with the Planning Board so the additional time will help resolve issues. Award of Bid: Extension of Bid for Landfill Operation, Monitoring, and Maintenance No comments. Award of Bid: Fire Suppression Services to SRI Fire Sprinkler, LLC No comments. Award of Bid: Professional Services for Veterans’ Memorial Field House to CHA Consulting, Inc. No comments. Discussion and Vote: Amend Chapter 136 of the City Code Articles IV, IVA, V, VI, and VII Duplicate item – will be removed from agenda. FINANCE DEPARTMENT Deputy Heather Crocker reviewed the Finance Department agenda in Commissioner Sanghvi’s absence. Announcement: Update on City Finance No comments. Announcement: Participatory Budgeting Cycle Two Update No comments. Discussion and Vote: Budget Transfers – Payroll & Benefits No comments. Discussion and Vote: Budget Amendments – Payroll & Benefits No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with CHA Consulting for Professional Services for Veterans Memorial Park and Field House No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with SRI Fire Sprinkler, LLC for Fire Suppression Services No comments. Discussion and Vote: Authorization to Pay Invoice #2023-101 to BriteBiz.com No comments. Commissioner Golub added one item to his agenda – Discussion and Vote: Authorization to Pay Invoice #VSW2023-1 to Saratoga Downtown Business Association in the amount of $3,000. PUBLIC SAFETY DEPARTMENT Announcement: Fire Station 3 Update No comments. Commissioner Montagnino advised there may be items added to his agenda. One is to set a public hearing regarding the addition of a street to the list of streets that exclude trucks over a specific weight (5 ton). Page 4 of 5 City Council Pre-Agenda Meeting November 17, 2023 Tony Izzo stated the weight limit is 5 ton and the street in question is Van Dam Street. The legal ad and ordinance is prepared. Mayor Kim questioned if a truck should be stopped, can it be prosecuted if there is no evidence. The City needs to have real solutions. Doesn’t the City actually have to have a weighing mechanism? Tony Izzo, city attorney, advised there needs to be sufficient proof. Mayor Kim asked if the City has a way to weigh a truck. Tony Izzo stated not to his knowledge. Mayor Kim stated this is a mirage. Commissioner Montagnino asked Tony Izzo to confirm that the Department of Transportation requires a truck weighing over 18,000 pounds to have the gross weight written on the driver’s side of the door. Tony Izzo stated he would defer to the individuals who are required to know that information. Mayor Kim stated the City should have real responsible solutions not just talking points. What proof does the City have to properly prosecute? Commissioner Montagnino stated a photo of the driver’s door indicating the weight of the vehicle is enough proof. Commissioner Golub asked since the Council is nearing the end of its term; is it practicable to start something that can’t be completed by the end of this year. It feels messy even though the idea may have merit. Commissioner Montagnino asked Tony Izzo is the item is ready for placement on the agenda. Tony Izzo advised he drafted the legal notice and ordinance. Mayor Kim advised he has a meeting with the Van Dam Neighborhood Association and he is going to tell them this is a mirage and not a real solution. There needs to be a more comprehensive solution. Commissioner Montagnino advised an item will be added to extend a service agreement for call-in repairs for the Police Department server and an escrow agreement with the Office of General Services for the Fire Department.
