City of Saratoga Springs Board of Ethics Minutes Tuesday, January 29, 2013 Present: Justin Hogan – Chair, Cathy Masie, Ted Obloy and Marilyn Rivers with Tony Izzo as Advisor. The meeting commenced at 5:45PM in the City Hall City Council Room Discussion: 2012 Ethics Disclosure Forms: Tony Izzo provided an update on an Ethics complaint filed earlier in 2012. He and the BOD agreed that the original decision of the BOD to take no action on the complaint was correct. No further action is required of the BOD at this time. Employee Awareness Material: The Board requested a status of the employee payroll flyer. Justin Hogan as Chairperson has obtained approval from Mayor Johnson to share the flyer with City employees. Marilyn Rivers will send the BOD the last version of the flyer for final BOD approval and has agreed to make copies for distribution on canary yellow paper and provide the copies to Department Heads to hand out with paychecks. Marilyn will distribute the flyer as soon as she is notified by Justin Hogan and the members of the BOD. 2012 Annual Report: Justin Hogan will work on a draft of the 2012 Ethics BOD Annual Report and round robin the report for review by the BOD. He will utilize the 2011 Annual Report as a template. A discussion ensued as to whether or not the Ethics BOD Annual Reports should be online. The BOD agreed that it completes and submits the annual reports to the Mayor’s Office who then has responsibility for publishing the reports per the BOD’s charter. City Safety Incentive Program: Marilyn Rivers requested an update from Tony Izzo on his opinion from the Board of Ethics on behalf of the City Safety Committee regarding the establishment of a City Safety incentive based upon statistical methodology for being safe and accident free for a given time period. Tony Izzo indicated he had shared the draft opinion with the BOD and Marilyn Rivers who was absent from the September meeting, but had not prepared the final version for the Safety Committee. He agreed to do so with no further action required of the BOD. New Business: Marilyn Rivers inquired as to the status of the 2013 Ethics Disclosure Forms She has agreed to contact the City Attorney’s Office to inquire as to when the forms will be sent out as the deadline for completion and return is mid-February. The BOD discussed Ethics Committee BOD openings and upcoming term completions. Motion to Adjourn by Ted Obloy with a second by Cathy Masie.
