Attendance – Cheryl Smith, Robert Manasier, Derrick Legall, Michelle Merola, John Dowd, Amy Smith and Alphonse Lambert. John Hirlman Public Comment - Due to circumstances, the public comment section was unable to be entertained. Public comments will be accepted via email while social distancing is required. No public comments were received. 1. Discussion and Vote: 2021 Personnel Part-time/Seasonal Rates – The Recreation Commission discussed the Part Time and Seasonal personnel rates for 2021. Based on the 2021 budget, the Recreation Department is recommending changing the 2021 Personnel Part-time/Seasonal Hourly Rates. Any new Part Time/Seasonal Hourly employee will be paid the approved 2021 starting hourly rate effective 1/30/21. Please Note: If any employee's current/returning rate exceeds the proposed rate, the employee will be frozen at the issued rate received within the last 24 months. The starting rate will be Recreation Assistant $12.50/hour – Minimum wage; Recreation Leader $12.75/hour; Recreation Specialist-Level I $13.00/hour. The scale for the Level II-VII used to determine hourly rates will not be used in 2021. All new employees in 2021 will be paid at the level II hourly rate. The Camp will continue with the $3.00 pay rate differential for Lifeguard/WSI certification. Due to Minimum wage, starting rates were adjusted accordingly. The motion to approve the 2021 Personnel Part-time/Seasonal Rates effective 1/30/2021 was made by Cheryl Smith and seconded by Michelle Merola. Approved unanimously. 2. Discussion and Vote: 2020 Purchases – The motion to purchase Soccer 2 sets of 6.5 x 18.5 Alumagoals - 3” Powder coated $2,986.00+$300.00 shipping=$3,286.00, Mac Gregor ML Sets w/Anchors 6 sets @ $149.00 = $894.00, Mac Gregor wood filled home plates 6 ea @ $65.00 = $390.00, Jaypro stg-46 replacements nets 4x6 14 ea @ $99.00 = $1,386.00, Spalding 36” Replacement Volleyball Nets 3 ea @ $385.00=$1,155.00 plus Estimated Shipping and handling $90.00, totaling $4,105.00, Skates/Pro Shop and Sharpening up to $3,500.00, and Skate Aids - $1,825.00 was made by Amy Smith and seconded by Alphonse Lambert. Discussion: 2021 Budget – The Recreation Commission discussed the 2021 adopted budget. Derrick Legall asked the Recreation Commission if they should send something to the Council for their support of the Department. Robert Manasier stated that the Commission should take the high road. Amy Smith thought it was a great idea. Cheryl Smith and Alphonse Lambert agreed. John Dowd agreed that something should be sent. 4. Discussion: General Budget – The Recreation Commission discussed the 2020 November General budget. 5. Discussion: Directors Report – The Director gave his report to the Recreation Commission. The monthly Director’s report is designed to update the Recreation Commission on the activities the Recreation Department is working on. 1. Ice Rinks: Vernon Rink will reopen on Monday, December 14th after the new Chiller was installed. The rental hours are down because of the restricted activities under the NYS guidelines but there is a demand for skill based and other acceptable programs which we are tapping into. The Department is not expecting Skidmore College or High School to play in the winter of 2021 so the Department is working with Youth Hockey to see how they can utilize those time slots. a. The Director is working with the City’s task force to see how we can operate public skating during the winter. The Director hopes to have additional information soon. 2. Programs: Winter program registrations began on December 7th for City residents and will begin on December 11th for Non City residents. Due to the limited number of spots available in each of the programs, the Department decided to provide the City residents the opportunity to register first. The Department is offering: a. Pickleball League (Adults) b. Tiny Basketball (3-5yr olds) c. Intro to Basketball (K-1 st grade) d. Instructional Basketball (2-8 th grade) e. Volleyball (8-15yrs old) f. Intro to Ice skating (3-99+) g. Drop in program (open figure, racquetball, pickleball) 3. East Side Lights- The east side lights are off until spring time. The Department had a tremendous amount of people utilizing the lights and the Director is excited for next year. The City work on signage to communicate the new hours. 4. Pickleball Committee - The Director has established a pickleball committee to help create rules and signage for both indoors and outdoors. The committee will begin meeting in December with the hopes to present the rules to the Rec. Commission in January 6. Amy Smith recommended that participants must sign up with one person per hoop per hour. Participant must bring their own ball. There should be a fee. If the participant is a child, then one participant and one parent can be at one hoop. Alphonse Lambert stated he is hoping to hear more from the State by January 4, 2021 regarding winter sports. The other members of the Commission thought this should be brought to the task force for consideration. Adjournment – The meeting was adjourned at 7:11pm.
