John Hirliman The Saratoga Springs Recreation Commission Virtual Meeting was called to order on February 23, 2021 at 6:31pm by Derrick Legall, Chairman. Public Comment - Due to circumstances, the public comment section was unable to be entertained. No Public comments were received via email. No one requested a password to the meeting. Public comments will be accepted via email john.hirilman@saratoga-springs.org for the meetings while social distancing is required. No public comments were received. 1. Discussion and Vote: Minutes – The motion to approve the January 26, 2021 Recreation Commission Virtual meeting minutes was made by Michelle Merola and seconded by Derrick Legall. (All Ayes). 2. Discussion and Vote: LiveBarn Recommendation – The motion to have LiveBarn at the Recreation Center and Ice Rinks was made by Amy Smith and seconded by Robert Manasier. (All Ayes). Discussion: The LiveBarn agreement was approved by the City Council. The information was submitted to the Recreation Commission for the upcoming meeting. The Commission wanted to get the system in for the Hockey season. Amy Smith asked how much does LiveBarn charge? John Hirliman explained that the streaming service cost is $17.95 per month. If the person chooses our facility as primary, then the City will receive 30%. There are no spectators at the Recreation Center so this will allow families to watch their children participate. 3. Discussion and Vote: 2021 Field Agreements Template – The motion to approve the field user agreement templates was made by Robert Manasier and seconded by Michelle Merola. (All Ayes) Discussion: John Hirliman went over the templates with the Recreation Commission. The agreements will be going to the Risk and Safety for review and then the City Council for approval. 4. Discussion and Vote: 2021 Program Agreements – The motion to approve the co-sponsored program agreements was made by Amy Smith and seconded by Michelle Merola. (All Ayes) Discussion: John Hirliman went over the templates with the Recreation Commission. Discussion and Vote: Naming of the Recreation Center – The motion to recommend to the City Council naming the Recreation Center in name of Mayor Scott Johnson was made by Amy Smith and seconded by Robert Manasier. (All Ayes) Discussion: The Recreation Commission discussed naming the Recreation Center. Derrick Legall agreed with the recommendation of naming the Recreation Center after Mayor Scott Johnson. The Recreation Commission asked John Hirliman regarding the City process. John Hirliman said there isn’t a specific form or process but that City Council would need to make the final decision in his opinion. Cheryl Smith asked if Scott Johnson was asked if he wanted the facility named after him. She also recommended developing a case for it. Commissioner Madigan had come to a prior Recreation Commission meeting to recommend the naming of the Recreation Center after former Mayor Scott Johnson. Cheryl Smith said she will yield to the Commission. John Dowd stated it sound like he was deserving. The Recreation Commission requested the Director contact the Mayor’s office regarding the Recreation Commission’s recommendation and work through the process. 6. Discussion and Vote: Youth Parking 2021 – The motion to recommend expanding the Youth Parking program to include the Putnam Street Parking Garage Upper Deck was made by John Dowd and seconded by Derrick Legall. (All Ayes) Discussion: Each year, with the exception of last summer, the Recreation Department runs the Youth Parking program at the Saratoga Spa Race Track and the Putnam Street parking garage's lower deck, 21 Putnam Street, located across the street from Ben and Jerry's. The program is designed to hire youth and proceeds benefit the Recreation Department's programming. With the potential of no race fans this year, I am looking for approval to expand our program at the Putnam street garage to include the upper deck. The expansion will allow us to hire additional youth and also bring in additional revenue to offset the loss from the race track parking. If the track does open up for fans, operating the upper deck as well will offset revenue for closing the two days a week. Derrick Legall recommended talking to the Mayor and Public Safety. Derrick also recommend speaking to DBA and Chamber as well. The Recreation Commission discussed the pros and cons of the expansion. The Department will be able to employ the youth of the community and raise money for the City. The Commission discussed the people who previously parked there during the rest of the season. It’s 9 weeks. There are 400 spaces at the City Center parking garage. The Commission recommended no passes and to continue with the first come first served. 7. Discussion and Vote: Camp Saradac 2021 – Trip Status & ½ Day Camps – The motion to approve ½ day camps at Veterans Memorial Park and East Side Rec. 9am-1pm ($94.00/$128.00 per week) and no field trips this season was made by Amy Smith and seconded by John Dowd. (All Ayes). Discussion: The Recreation Commission discussed the Camp Saradac program. The Director recommended not having field trips this year as the Department has not received the 2021 Camp protocols from the NYS DOH. This will allow the public to know what is going on in Camp. The Director recommended ½ day camps at the Veterans Memorial Park and East Side Rec. Complex 9am-1pm. The weekly fee is prorated from the $175.00/$240.00 weekly rate to $94.00/$128.00 weekly rate based on hours. 8. Discussion and Vote: Accept Saratoga County Children’s Committee Donation - $10,000.00 – The motion to accept the Saratoga County Children’s Committee $10,000.00 donation for Camp Scholarships was made by Amy Smith and seconded by Robert Manasier. (All Ayes). 9. Discussion and Vote: Accept Athena M. Dilorenzo-Ryan Donation - $200.00 - The motion to accept the Athen M. Dilorenzo-Ryan $200.00 donation was made by Amy Smith and seconded by Robert Manasier. Announcement: Field User Meeting–2021-03-30-5:30pm prior to Rec. Comm. Mtg. – The Field User Group meeting will be March 30, 2021 5:30pm prior to the Recreation Commission meeting. The groups will need to submit their Safety plans. 11. Discussion: West Side Dug Outs – The Recreation Commission discussed the West Side Dug Out project. Derrick Legall did not want to speak ill of anyone but had concerned about the company as the Department had to go back and get approved the wiring for the Rec. Center. Amy Smith asked if there were any other options. Cheryl Smith recommended having a quarter day to raise money for the project. 12. Discussion: General Budget - The Recreation Commission discussed the General Budget based on the MUNIS Reports on the agenda. 13. Discussion: Directors Report – The Director gave his report. 14. Discussion: Program Report – The Recreation Commission reviewed the Fall 2020, Winter 2020/2021 and Spring 2021 Program Statistic reports from the agenda.
