June 16, 2015 ***VILLAGE BOARD MINUTES*** June 16, 2015 OSCAR GRADY PUBLIC LIBRARY 151 S MAIN ST SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:06 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-absent, and Scott Fischer-present. Others Present: Dawn Wagner, Mary Kay Baumann, Ray deBruijn, Vicki Lee, and Chief Goetz PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF JUNE 2, 2015 MEETING Maglio/Gielow made a motion to approve the June 2, 2015 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1215 – Discontinuing a Public Way (Seyfert Court) Wagner reviewed the resolution. Wagner reported that Injectec wants to expand their business and would like to take possession of that land. Wagner stated that the CDA wants Injectec to pay all costs associated with the discontinuation of the public way. Maglio/Gielow made a motion to waive the reading of Res. #1215 – Discontinuing a Public Way (Seyfert Court). Motion carried. Maglio/Gielow made a motion to introduce Res. #1215 – Discontinuing a Public Way (Seyfert Court) and refer the resolution to Plan Commission for review and recommendation to the Village Board. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. There will be a meeting on July 15th to approve the 2014 CMAR Report. There will also be an update on the Well #6 Project. June 16, 2015 Public Works Committee No meeting was held. deBruijn gave an update on the Foster St. chip sealing and the progress on the Kwik Trip project. Public Safety Committee No meeting was held. Krocka stated that the Fire Department will be holding a recruitment night on Wednesday, June 17th. Krocka reported that he received an e-mail from Bill Worth of Camping World thanking the Police and Fire Departments for their involvement in the Kid’s Safe Day at Camping World. Finance Committee Dickmann reported on the meeting of June 16, 2015. Claims for May 2015 in the amount of $369,175.09 were reviewed and approved. The Budget Watch and Investment Reports were reviewed. Discussion was held regarding Financial Management Planning for the Village. It was determined that Wagner will work with Harrigan of Ehlers on a scope of engagement letter and the planning will be budgeted for and begin in early 2016. A recommendation was made to the Village Board to approve the 2016-2017 Intergovernmental Agreement for Building Inspection Services between the Village of Saukville and the Village of Grafton. Krocka/Gielow made a motion to approve the 2016-2017 Intergovernmental Agreement for Building Inspection Services between the Village of Saukville and the Village of Grafton. Motion carried. Committee went into Closed Executive Session with no action being taken. A recommendation was made to the Village Board to approve the Contract for Services – MK Haroldson Economic Development & Planning for a 3 month term with no changes. Gielow/Krocka made a motion to approve the Contract for Services – MK Haroldson Economic Development & Planning for a 3 month term with no changes. Motion carried. A recommendation was made to the Village Board to approve the purchase of a Construction Plate Compactor from Kelbe Bros. for a “not-to-exceed” amount of $2,094 from the DPW Non-Lapsing Reserve Fund. Other Matters: The Saukville Chamber will be holding a “Lunch & Learn” on Tuesday, June 23rd at Columbia St. Mary’s. If anyone is interested please contact Mary Kay. The next Finance/Village Board meetings will be held on Wednesday, July 15th. The 2016 Budget Tour will be held on Wednesday, September 23rd. The first Live @ the Triangle was great and well attended. Wagner, Dickmann, and Gerber will be working with the Saukville Area Historical Society to organize a celebration of the Villages 100 Year Anniversary. June 16, 2015 REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee No report. Library Board Wagner stated that the minutes from the June 9th meeting were in the packet for review. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Krocka/Gielow made a motion to approve the Operator’s License Applications for Rivera and Medio for Kwik Trip and Stocks for Railroad Station. LIQUOR LICENSE APPROVALS See Attached. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Krocka/Sauer made a motion to adjourn. Motion carried at 8:21 p.m. Mary K.
