June 28, 2016 ***VILLAGE BOARD MINUTES*** June 28, 2016 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk, Mary Kay Baumann, gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-absent, Michael Gielow-present, Joe Caban-absent, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Ray deBruijn, Jeff Goetz, Vicki Lee, Jen Gerber, Dale Kropidlowski, Dr. Jeff Dean-Sauk Trail Dental, Robin Kibler-Wisconsin Oral Health Coalition, Kristen Johnson-County Health Officer, Maxwell Johnson, Ellen Leider, and Mark Jaeger PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS Dr. Jeff Dean, Sauk Trail Dental, spoke regarding concerns on the Village’s decision to remove fluoride from the Saukville water supply. Dr. Dean stated that he would like to re-open discussion regarding fluoridation. Dean explained that fluoride is better at an optimal level than just being present in the water system. Dean explained the make-up of tooth and enamel and the effects of the lack of fluoride. Kristen Johnson, County Health Officer, stated that water fluoridation is a big issue. She reported that fluoridation in the water reduces tooth decay by 25%. Johnson added that low income families are 33% more susceptible to decay in non-fluoridated communities. Johnson stated that the $4,100 annual cost to fluoridate would result in $156,000 annual savings on dental and medical costs. Robin Kibler, Wisconsin Oral Health Coalition, distributed packets with information regarding fluoridation. Kibler stated that she has three (3) children of her own and stressed the importance of fluoridation. Kibler also stated that communities with fluoridation have 25% less tooth decay. Kibler gave an overview of communities with and without fluoridation. Kibler stated that there is a grant available that would cover the cost of all equipment for the new well to continue fluoridation. Kibler reported that for every $1 spent on fluoridation, there is a $38 savings on dental and medical costs. Ellen Leider, Saukville Resident, stated that she is in support of fluoridation and said there is no long term benefit for removing it. Dickmann thanked everyone for the comments. APPROVE MINUTES OF JUNE 7, 2016 MEETING Maglio/Sauer made a motion to approve the June 7, 2016 minutes as presented. Motion carried.  June 28, 2016 COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Jen Gerber, Library Director, spoke on the 2016 Governor’s Archives Award for Innovation. Gerber stated that the Library submitted a packet for the award based on their Digital Media Lab. Gerber stated that this is the first time that a Library has ever won this award. Gerber reported that once the Lab got going, residents began donating items to the Library for the Lab. There has been a lot of local material acquired including early settlers and family names. Once the Library agreed to accept the donated items we began digitizing them, cataloging and making it all available to the Public. Gerber added that the Oscar Grady Library is the first in the Country to have a Digital Media Lab of this type. Gerber stated that the award was decided by a panel of Judges that gave a unanimous vote! They stated that the efforts in Saukville were a “good example”! Gerber added that the Committee would like to come and personally present the Award to the Library. Wagner stated that we could hold a Village Board meeting at the Library in October and the Award could be presented at that time. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS None. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee Dickmann stated that the minutes of the June 9, 2016 meeting were in the packet for review. Finance Committee Dickmann reported on the meeting June 28, 2016. Claims in the amount of $214,782.87 were reviewed and approved. The Budget Watch and Investment Reports were reviewed. A recommendation was made to the Village Board to approve the purchase of a John Deere Backhoe/Loader from Brooks Tractor in the amount of $101,727.00 and the money from the sale of the old equipment to be placed in the DPW Equipment Replacement Fund. Motion carried. Other Matters: Labor negotiations with LAW will begin next month.  June 28, 2016 Scenarios for the Financial Planning Workshop were distributed for review. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann stated that the minutes of the June 9, 2016 meeting were in the packet for review. Community Development Authority/Industrial Review Committee Dickmann reported on the meeting of June 28, 2016. A request for a building design change and an extension on a start date for Calibre Inc. were reviewed and approved. Discussion regarding storm water issues at the Calibre site was also held. Library Board No report. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Maglio/Fischer made a motion to approve Operator’s License Application requests for Gehl and Stoltman for Railroad Station and Renewal Application for Teglia for Kwik Trip. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Maglio/Krocka made a motion to adjourn to Wednesday, July 20, 2016. Motion carried at 8:32 p.m. Mary K.
