August 15, 2016 ***VILLAGE BOARD MINUTES*** August 15, 2016 SAUKVILLE POLICE DEPT. 649 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk, Mary Kay Baumann, gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-absent, Michael Gielow-absent, Joe Caban-present, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Ray deBruijn, Chief Jeff Goetz, Mitch Maersch- Ozaukee Press, and Bill Kurtz-Ozaukee NOW PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF JULY 20, 2016 MEETING Maglio/Sauer made a motion to approve the July 20, 2016 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No Report REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #768 – Creating §151-2.1 – Property Maintenance Maglio/Caban made a motion to waive the 1st reading of Ord. #768 – Creating §151-2.1 – Property Maintenance. Motion carried. Maglio/Sauer made a motion to waive the reading of Ord. #768 – Creating §151-2.1 – Property Maintenance. Motion carried. Sauer/Caban made a motion to approve Ord. #768 – Creating §151-2.1 – Property Maintenance. Motion carried. RES. #1237 – Emerald Ash Borer (EAB) Mitigation Grant Program Maglio/Caban made a motion to waive the reading of Res. #1237 – Emerald Ash Borer (EAB) Mitigation Grant Program. Motion carried. Caban/Maglio made a motion to approve Res. #1237 – Emerald Ash Borer (EAB) Mitigation Grant Program. Motion carried. RES. #1238 – Fee Schedule Dickmann read Res. #1238 – Fee Schedule. Maglio/Sauer made a motion to approve Res. #1238 – Fee Schedule, effective September 1, 2016. Motion carried. August 15, 2016 Res. #1239 – Polling Place 2016 Maglio/Sauer made a motion to waive the reading of Res. #1239 – 2016 Polling Place. Motion carried. Maglio/Fischer made a motion to approve Res. #1239 – 2016 Polling Place. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting August 15, 2016. Ehlers presented the Financial Planning Session #5. Claims for July in the amount of $309,950.59 were reviewed and approved. The Budget Watch and Investment Reports were reviewed. Ord. #768, Res. #1237, and Res. #1238 were recommended for approval. A recommendation was made to the Village Board to approve a Lease Agreement with the Saukville Chamber of Commerce. Maglio/Sauer made a motion to approve the Lease Agreement with the Saukville Chamber of Commerce for a one year term. Motion carried. A recommendation was made to the Village Board to approve the 2017-2018 Labor Association of Wisconsin (LAW) Contract. Caban/Sauer made a motion to approve the 2017-2018 Labor Association of Wisconsin (LAW) Contract as presented. Motion carried. Other Matters: The Public Information 60% Meeting for the 2017 Streets Projects will be held on Wednesday, August 17 th @ 6:00 p.m. at the Saukville Police Department. The Public Works Dept toured the facility where the new backhoe is being made. The Mid-Moraine Dinner is Wednesday, August 24 th in Port Washington. Contact Mary Kay if you are interested in attending. The Library is hiring a part-time Library Assistant. The 2017 Budget Tour will be held Wednesday, September 21 st. The Finance and Village Board meetings will be held at 4:30 p.m. and 5:30 p.m. that day. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of August 4, 2016. August 15, 2016 A signage request for Port Washington State Bank was reviewed and approved. Community Development Authority/Industrial Review Committee The next meeting is scheduled for Thursday, August 17, 2016. Library Board Caban reported on the meeting of August 9, 2016. Caban reported that the 2017 Library closing dates have been set. The Circulation Policy is being updated. The Library will be holding a poetry reading for “Whistle-stop Poems” at Messina’s on Wednesday, August 23rd. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Caban/Sauer made a motion to approve Operator’s License Application requests for Waning and Eisentraut for Kwik-Trip. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Sauer/Fischer made a motion to adjourn. Motion carried at 8:11 p.m. Mary K.
