October 18, 2016 ***VILLAGE BOARD MINUTES*** October 18, 2016 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk, Mary Kay Baumann, gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Ray deBruijn, and Mark Jaeger-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF OCTOBER 4, 2016 MEETING Maglio/Krocka made a motion to approve the October 4, 2016 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No report. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #771 – Amending §187-21.A and B(1) – Brush and Branch Chipping Dickmann requested a motion to Table this ordinance to the November 29, 2016 Village Board Meeting for action. Maglio/Krocka made a motion to table Ord. #771 - Amending §187-21.A and B(1) – Brush and Branch Chipping for action at the November 29, 2016 Village Board Meeting. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Sauer reported on the meeting of October 18, 2016. Sauer reported that the 2017 Water and Wastewater Budgets were reviewed and recommended to the Village Board for approval. Discussion was held regarding the removal of phosphorus. Sauer stated that the Well #6 project is going well. Public Works Committee Caban reported on the meeting of October 18, 2016. Ord. #771 – Amending §187-21.A and B(1) – Brush and Branch Chipping was reviewed and recommended to the Village Board for approval. October 18, 2016 An update was given on the foot bridge at Grady Park. Caban stated that planning for the 2017 Street Projects continues. Public Safety Committee No report. Finance Committee Dickmann reported on the meetings of October 11, 17, and 18, 2016. Dickmann stated that the meetings on October 11 th and 17th consisted of 2017 Budget Discussion. The October 18th meeting included: Claims for September 2016 in the amount of $419,559.58 were reviewed and approved. The Budget Watch and Investment Reports were reviewed. A recommendation was made to the Village Board to approve the Village of Saukville – Vision-Mission- Strategic Priorities with changes made. Sauer/Caban made a motion to approve the Village of Saukville – Vision-Mission-Strategic Priorities with the proposed changes. Motion carried. Other Matters: Wagner thanked everyone for attending the Annual Character Counts Celebration & Resolution Re-Signing. Our DPW staff received positive comments by a staff member of the Grafton DPW. The Library will be hosting a Halloween Party on Monday, October 31 st at Messina’s. All are encouraged to attend. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of October 6, 2016. A request for a small shade shelter at Living Hope Church was reviewed and approved. A request for changes to the exterior façade at the U-Haul facility were reviewed and approved. Discussion was held and a recommendation was made to the Village Board for a Public Hearing regarding Ord. #770 – Amending §205-68.B – Parking Restrictions. Community Development Authority/Industrial Review Committee Dickmann reported on the meeting of October 18, 2016. Discussion was held and approval was given for site plan, building designs, and landscaping plan at 524 Technology Way. A revised plan for the exterior building façade at Well #6 was reviewed and approved. A proposed replacement fencing project for JT Ram at 350 S. Tower Drive was reviewed and approved. Library Board No Report. October 18, 2016 Caban reminded everyone about the Halloween Party on October 31 st at Messina’s. Mid-Moraine Municipal Association Fischer reported on the meeting of October 12, 2016. Fischer stated that discussion was held regarding the Hwy Commissions Plan for 2050 Transportation for bus lines. The next meeting is scheduled for January 2017. OPERATOR’S LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Krocka/Caban made a motion to adjourn to Wednesday, November 2, 2016. Motion carried at 8:07 p.m. Mary K.
