November 2, 2016 ***VILLAGE BOARD MINUTES*** November 2, 2016 OSCAR GRADY PUBLIC LIBRARY 151 S MAIN ST SAUKVILLE, WISCONSIN Village Trustee Dan Sauer called the meeting to order at 6:00 p.m. Village Clerk, Mary Kay Baumann, gave the Statement of Public Notice. Members: Barb Dickmann-present(via phone), Dan Sauer-present, David Maglio-present, Mike Krocka- absent, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Jen Gerber, Ray Hartman, Dale Kropidlowski, Lt. Rob Meyer, Kay Hamann, Hope Mullens, Heidi Rettler, Sonia Lear, Lee Schlenvogt, Tyler Quaas, Martin Morante-Rodriguez, Kris Becker, Kathy Lepak, Julia Gallo, Mary Jo Hansen, Matt Blessing-State Archivist, and Mark Jaeger-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF OCTOBER 21, 2016 MEETING Maglio/Fischer made a motion to approve the October 21, 2016 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Matt Blessing, State Archivist and Member of the Wisconsin Historical Records Advisory Board, presented Jen Gerber, Library Director, and the Library Staff with the 2016 Governor’s Award for Archival Innovation. Blessing stated that this award is given to a person or program that has successfully experimented with new programs to preserve and share stories. Blessing presented Gerber and her staff with a $500 in-kind Certificate from Demco, a supplier of Library supplies. Blessing then presented Gerber and her staff with a plaque signed by Governor Walker acknowledging their achievement. Blessing added that Oscar Grady Library is the first public Library to receive this award. He went on to say that there were a record number of entries this year and all were strong candidates but the Library’s submittal stood out above all the others for him and the other members of the Historical Board. Sonia Lear, Library Board President, presented Gerber and her staff with flowers from the Library Board thanking them for all of their hard work and dedication. Lee Schlenvogt, County Board Chairman, congratulated Gerber and her staff for the accomplishment. Sauer, on behalf of the Village Board, thanked Gerber and her staff for all of their hard work. REPORT FROM THE VILLAGE ADMINISTRATOR No report. November 2, 2016 ORDINANCES – RESOLUTIONS – PETITIONS Ord. #772 – Amending §173-3 – Public Rights-of-Way Maglio/Caban made a motion to waive the first reading of Ord. #772 – Amending §173-3 – Public Rights-of- Way. Motion carried. Fischer/Maglio made a motion to waive the reading of Ord. #772 – Amending §173-3 – Public Rights-of- Way. Motion carried. Gielow/Caban made a motion to approve Ord. #772 – Amending §173-3 – Public Rights-of-Way. Motion carried. RES. #1240 – 2017 WATER UTILITY BUDGET Sauer stated that both budgets were discussed at Utility Committee and recommended for approval. Maglio/Caban made a motion to waive the reading of Res. #1240 – 2017 Water Utility Budget. Motion carried. Maglio/Caban made a motion to approve Res. #1240 – 2017 Water Utility Budget as presented. Motion carried. RES. #1241 – 2017 WASTEWATER UTILITY BUDGET Maglio/Fischer made a motion to waive the reading of Res. #1241 – 2017 Wastewater Utility Budget. Motion carried. Maglio/Fischer made a motion to approve Res. #1241 – Wastewater Utility Budget as presented. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Sauer reported on the meeting of November 2, 2016. Ord. #772 was reviewed and recommended for approval. The Tourism Entity Agreement – Saukville Chamber of Commerce was reviewed and recommended for approval. Maglio/Caban made a motion to approve the Tourism Entity Agreement – Saukville Chamber of Commerce as presented. Motion carried. Other Matters: The first Finance and Village Board Meetings in December will be held on Wednesday, December 7 th. The web-site reveal is scheduled for Thursday, November 3rd. Wagner attended a reception for a group of Japanese visitors to the Port Washington/Saukville School District at the Port Explorium. November 2, 2016 The funeral for Isabel Schultz, Gilly Schultz’s Mother, is Friday, November 4th. REPORTS OF SPECIAL COMMITTEES Plan Commission The next meeting is scheduled for Thursday, November 3, 2016. Community Development Authority/Industrial Review Committee No report. Library Board The next meeting is scheduled for Tuesday, November 15, 2016. Mid-Moraine Municipal Association The next meeting is scheduled for January 2017. OPERATOR’S LICENSE APPROVALS Maglio/Caban made a motion to approve an operator’s license application for Wester for Walgreens. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Maglio/Fischer made a motion to adjourn to Tuesday, November 29, 2016. Motion carried at 6:20 p.m. Mary K.
