November 29, 2016 ***VILLAGE BOARD MINUTES*** November 29, 2016 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk, Mary Kay Baumann, gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Ray deBruijn, Chief Goetz, Lt. Meyer, Jess Leider, and Mark Jaeger-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF NOVEMBER 2, 2016 MEETING Sauer/Krocka made a motion to approve the November 2, 2016 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann shared a thank you note from the Schultz family. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #770 – Amending §205.68B – Parking Restrictions Wagner stated that this is a modification to the zoning code and covers all districts except agricultural. Wagner stated that this update clarifies that no parking shall be allowed on any part of a yard without an approved surface (pavers, asphalt, concrete). Krocka/Gielow made a motion to waive the 1st reading of Ord. #770 - Amending §205.68B – Parking Restrictions. Motion carried. Dickmann read Ord. #770 - Amending §205.68B – Parking Restrictions. Gielow/Krocka made a motion to adopt Ord. #770 - Amending §205.68B – Parking Restrictions as presented. Motion carried. Ord. #771 – Amending §187-21.A and B(1) – Brush and Branch Chipping Wagner stated that this issue was originally brought up at a previous Board Meeting. Wagner stated that this ordinance update clarifies tree maintenance vs. tree removal. Maglio/Krocka made a motion to waive the 1st reading of Ord. #771 - Amending §187-21.A and B(1) – Brush and Branch Chipping. Res. #1242 – 2017 General Fund Budget Dickmann read Res. #1242 – 2017 General Fund Budget. Sauer/Krocka made a motion to approve Res. #1242 – 2017 General Fund Budget as presented. Motion carried. Res. #1243 – 2017 Debt Service Budget Dickmann read Res. #1243 – 2017 Debt Service Budget. Sauer/Caban made a motion to approve Res. #1243 – 2017 Debt Service Budget as presented. Motion carried. Res. #1244 – 2017 Compensation Schedule Dickmann read Res. #1244 – 2017 Compensation Schedule. Caban/Maglio made a motion to approve Res. #1244 – 2017 Compensation Schedule as presented. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of November 29, 2016. Claims for October 2016 in the amount of $161,970.00 were reviewed and approved. The Budget Watch and Investment Reports were reviewed. Committee convened to Closed Executive Session. A recommendation was made to the Village Board to approve Res. #1244. A recommendation was made to the Village Board to approve the Contract for Services – Village Administrator for one (1) year. Maglio/Caban made a motion to approve the Contract for Services – Village Administrator for one (1) year as presented. Motion carried. Other Matters: The meetings on December 7th will include a Board of Zoning Appeals meeting at 6:00 p.m. with Finance and Village Board to follow at 6:45 and 8:00 respectively. The Village Board Meeting would include two (2) Public Hearings. The Annual Chamber Holiday Breakfast will be held on Wednesday, December 7th @ 7:00 a.m. at Saukville Elementary. Please contact Mary Kay if you are interested in attending.  November 29, 2016 The Saukville Chamber and Messina’s have teamed up to do a Holiday Toy Drive. Individuals that donate will be given a discount on their meal. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of November 3, 2016. Minutes from the October 6, 2016 meeting were reviewed and approved. A Public Hearing was held regarding a conditional use permit for Energenics. Plans for a garage at 229 E. Clay St. were reviewed. Discussion was held regarding the Erosion Control and Storm Water Management Ordinances. A recommendation was made to the Village Board for approval of Ord. #773 and Ord. #774. Reviewed a proposed Ordinance To Create §§205-42.B(6) and 205-43.B(7) Allowing Outlet Stores as a Permitted Accessory Use in The M-1 And M-2 Manufacturing Districts. Community Development Authority/Industrial Review Committee Gielow reported on the meeting of November 17, 2016. A Certificate of Compliance for Recognition Specialists at 407 N. Progress Dr. was reviewed and approved. Library Board No Report. Caban reminded everyone that Santa will be at the Library on Wednesday, December 7th. Mid-Moraine Municipal Association The next meeting is scheduled for January 2017. OPERATOR’S LICENSE APPROVALS Gielow/Caban made a motion to approve Operator’s License Applications for Johnson for Kwik Trip, Egerer for Rally Time, and Poull for Beck’s Exxon. Motion carried.
