December 7, 2016 ***VILLAGE BOARD MINUTES*** December 7, 2016 SAUKVILLE MUNICIPAL CENTER 639 E Green Bay Ave SAUKVILLE, WISCONSIN Village President, Barb Dickmann, called the meeting to order at 8:00 p.m. Village Clerk, Mary Kay Baumann, gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Ray Hartman, Dale Kropidlowski, Chief Goetz, Lt. Rob Meyer, Ray deBruijn, Vicki Lee, Steve Wurster-Ruekert & Mielke, Donald and Jennifer Deetjen-Recognition Specialists, and Mark Jaeger-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF NOVEMBER 29, 2016 MEETING Maglio/Fischer made a motion to approve the November 29, 2016 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No report. REPORT FROM THE VILLAGE ADMINISTRATOR No report. PUBLIC HEARING - to hear comments on two proposed zoning ordinances: (1) Repealing and Recreating Chapter 205, Article XII – Construction Site Erosion Control and (2) Repealing and Recreating Chapter 205, Article XIII – Post-Construction Storm Water Management (8:05 p.m.) Steve Wurster, Ruekert & Mielke (R&M), stated that there are 2 parts of Storm Water Management that are governed. • Construction Site Regulations • Re-developments/New Developments Wurster stated that as part of storm water management, ponds are being installed on new developments. These ponds slow water down as it leave properties and enters the Village’s system. Wurster stated that the ordinances are DNR model ordinances. With that, the new requirements will be the same as what the DNR requires. Wagner added that the Storm Water Management Grant that the Village received will cover 70% of costs incurred. Wurster stated that this also lays the foundation for DNR enforcements in the future. Close Public Hearing Hearing no other comments, Dickmann requested a motion to close the Public Hearing. December 7, 2016 Sauer/Caban made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Motion carried at 8:10 p.m. PUBLIC HEARING – Creating §205-42.B(6) and §205-43.B(7) - M-1/M-2 Zoning – Permitted Accessory Uses (8:10 p.m.) Wagner stated that this change was recommended from Plan Commission. This would allow for businesses in the M-1/M-2 Zoning Districts to maintain an outlet store component to its manufacturing business. Close Public Hearing Hearing no other comments, Dickmann requested a motion to close the Public Hearing. Krocka/Gielow made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Motion carried at 8:12 p.m. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #773 – Repealing and Recreating Ch. 205, Article XII – Construction Site Erosion Control Maglio/Krocka made a motion to waive the 1st reading of Ord. #773 – Repealing and Recreating Ch. 205, Article XII – Construction Site Erosion Control. December 7, 2016 REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of December 7, 2016. A recommendation was made to the Village Board to approve EMC Insurance for the 2017 Property/Liability/Worker’s Compensation Insurance. Maglio/Caban made a motion to approve EMC Insurance for the 2017 Property/Liability/Worker’s Compensation Insurance as presented. Motion carried. Discussion was held regarding the Financial Management Plan. The Finance Committee approved the Plan. Resolutions #1245-1252 were reviewed and recommended for approval. A recommendation was made to the Village Board to approve the low bid from Ray Stadler Construction Co., Inc. at a bid of $1,586,099 for the Well #6 Project. Sauer/Krocka made a motion to approve Ray Stadler Construction Co., Inc. at a bid of $1,586,099 for the Well #6 Project. Motion carried. Other: Ozaukee Economic Development gave coverage to the Village’s Annual Business Forum in its most recent newsletter. The recount for Ozaukee County had been completed and changes were very minimal. There is a business that will be celebrating 50 years in the Village. They would like to make a sizeable donation to the Village to be used for something that would benefit the community. Dickmann suggested an electronic sign that would be place in front of Village Hall. Dickmann asked the committee to think on it and offer any other suggestions. REPORTS OF SPECIAL COMMITTEES Plan Commission The next meeting is scheduled for Thursday, November 3, 2016. Community Development Authority/Industrial Review Committee No report. Library Board The next meeting is scheduled for Tuesday, December 13, 2016. Mid-Moraine Municipal Association The next meeting is scheduled for January 2017.
