February 7, 2017 ***VILLAGE BOARD MINUTES*** February 7, 2017 SAUKVILLE POLICE DEPARTMENT 649 E Green Bay Ave SAUKVILLE, WISCONSIN Village President, Barb Dickmann, called the meeting to order at 8:00 p.m. Village Clerk, Mary Kay Baumann, gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Chief Goetz, Lt. Rob Meyer, Chief Schultz, Ray deBruijn, Vicki Lee, Ray deBruijn, Dale Kropidlowski, Ray Hartmann, Laurie Miske, Officer Emily Neese & Family, Officer Matt Caswell & Family, Rick Gillson & Family, Mark Jaeger-Ozaukee Press, Sean Sullivan-Ruekert & Mielke, Mike Harrigan-Ehlers & Associates, and (see attached list) PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF JANUARY 17, 2017 MEETING Krocka/Sauer made a motion to approve the January 17, 2017 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann introduced Chief Goetz to present Officer/Citizen Awards. Chief Goetz read the criteria for presenting these awards to certain individuals. Chief Goetz presented Officer Emily Neese, Officer Matt Caswell, and retired firefighter, Rick Gillson with awards for their actions that saved the life of a man during an apartment fire. Officer Caswell was presented with the Medal of Valor, Officer Neese received the Gold Coin, and Gillson received the Silver Coin. Fire Chief Gilly Schultz presented Caswell, Neese, and Gillson with plaques honoring their actions during the fire on behalf of the Fire Department. Dickmann read a thank you note from Peggy Krohn. Krohn’s business is at the corner of Mill St. and Hwy 33. Officer Neese noticed water pouring out of the side of her building and called the Utility Dept. Utilities responded quickly, saving Krohn time and money. She felt staff went above and beyond. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner thanked everyone and stated that the Village is truly blessed to have the staff that we do. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1255 – Resolution Awarding the Sale of $2,850,000 General Obligation Corporate Purpose Bonds, Series 2017a Mike Harrigan, Ehlers & Associates, reviewed the results of the bids. Harrigan reported that 6 bids were received. The low bidder was UMB Bank, N.A., Kansas City, MO.  February 7, 2017 Harrigan reviewed the Sale Day Report. Harrigan reviewed the Final Sale Results stating that the bid came in $125,000 less than the original estimate on the total cost. Harrigan reported that the Village received a new report card from Moody’s. The Village received a very strong Aa-3 Rating. Harrigan added that this is a positive reflection on the Board’s finances. Harrigan stated that the Resolution has been prepared with the correct numbers, $2,670,000. Caban/Maglio made a motion to waive the reading of Res. #1255 - Resolution Awarding the Sale of $2,670,000 General Obligation Corporate Purpose Bonds, Series 2017a. Motion carried. Caban/Gielow made a motion to approve Res. #1255 - Resolution Awarding the Sale of $2,850,000 General Obligation Corporate Purpose Bonds, Series 2017a. Roll call vote was taken with all in favor. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee The next meeting is scheduled for Thursday, January 12, 2017. Finance Committee Dickmann reported on the meeting of February 7, 2017. Dustin Wolff, Mead & Hunt, introduced himself to the Board and gave an overview of his roll with the Village. A recommendation was made to the Village Board to approve Advanced Construction Inc. for the Center Street & Church Street Reconstruction & CTH W Sanitary Sewer Relay Bids at a cost of $990,468.20. Sauer/Krocka made a motion to approve Advanced Construction Inc. for the Center Street & Church Street Reconstruction & CTH W Sanitary Sewer Relay Bids at a cost of $990,468.20. Motion carried. A recommendation was made to the Village Board to approve the Center Street & Church Street Reconstruction & CTH W Sanitary Sewer Relay – Construction Review and Project Management – Ruekert & Mielke Task Order #2017-1 at a cost of $100,000. Maglio/Gielow made a motion to approve the Center Street & Church Street Reconstruction & CTH W Sanitary Sewer Relay – Construction Review and Project Management – Ruekert & Mielke Task Order #2017-1 at a cost of $100,000. Motion carried. A recommendation was made to the Village Board to approve Ruekert & Mielke for the 2017 Engineering Services Agreement. Krocka/Gielow made a motion to approve Ruekert & Mielke for the 2017 Engineering Services Agreement. Motion carried.  February 7, 2017 REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of February 7, 2017 Minutes from the January 5, 2017 meeting were reviewed and approved. Dustin Wolff, Mead & Hunt, introduced himself to the Commission. Renovation to the building at 700 E. Milan Drive, requested by Energenics were reviewed and approved. The addition of 2 decks and a burnt roof at 103-15 S. Mill Street were reviewed and approved. Community Development Authority/Industrial Review Committee Dickmann reported on the meeting of February 7, 2017. Minutes from the November 17, 2016 Meeting were reviewed and approved. Dustin Wolff, Mead & Hunt, introduced himself to the CDA/IRC members. A 5,580 sq ft addition for Dawgs In Motion was reviewed and approved. Library Board The next meeting is scheduled for Tuesday, February 14, 2017. Mid-Moraine Municipal Association The next meeting is scheduled for Thursday, February 9, 2017. OPERATOR’S LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED Steve Kowalkowski, Saukville Baseball Association (SBA), introduced himself to the Board. Kowalkowski gave an overview of the program. He stated that the SBA is a voting Board of 7 members. He stated that the program continues to grow every year. Kowalkowski thanked the Village Board and staff for its ongoing support of the program and expressed his appreciation. ADJOURNMENT Krocka/Sauer made a motion to adjourn.
