February 21, 2017 ***VILLAGE BOARD MINUTES*** February 21, 2017 SAUKVILLE MUNICIPAL CENTER 639 E Green Bay Ave SAUKVILLE, WISCONSIN Village President, Barb Dickmann, called the meeting to order at 8:00 p.m. Village Administrator, Dawn Wagner, gave the Statement of Public Notice. Members: Barb Dickmann-present (via phone), Dan Sauer-present, David Maglio-absent, Mike Krocka- present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present Others Present: Dawn Wagner, Chief Goetz, Lt. Rob Meyer, Ray deBruijn, and Vicki Lee PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF FEBRUARY 7, 2017 MEETING Krocka/Sauer made a motion to approve the February 7, 2017 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No Report. REPORT FROM THE VILLAGE ADMINISTRATOR No Report. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1256 – 2016 Carryover Funds Dickmann read Res. #1256. Caban/Krocka made a motion to approve Resolution #1256 as presented. Motion carried. Res. #1257 – Providing for the Initial Authorization of $119,370 by a State Trust Fund Loan. Krocka/Fischer made a motion to waive the reading of Res. #1257. Motion carried. Krocka/Sauer made a motion to approve Res. #1257. Motion carried. Res. #1258 – A Resolution to Close Loopholes that Shift a Greater Property Tax Burden from Commercial to Residential Homeowners. President Dickmann said this Resolution was recommended at the Ehlers Seminar last week. Kurt Wytinski, League of Wisconsin, also recommended this resolution. The State needs to pass legislation closing the dark store tax strategy being used by big box retail stores like Target, Meijer, Lowe's, Home Depot, Menards and others to argue that the assessed value of a relatively new, thriving store should be based on the value of vacant or abandoned buildings of similar size. Courts in other states, like Michigan, have endorsed this theory. There is concern that if the argument is successfully applied in Wisconsin, even more of the property tax burden will shift to homeowners. Krocka/Sauer made a motion to waive the reading of Res. #1258. Motion carried. Gielow/Caban made a motion to approve Res. #1258. Motion carried.  February 21, 2017 REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee The next meeting is scheduled for March 7, 2017. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of February 21, 2017 Claims for January, 2017 in the amount of $351,311.94 were reviewed and approved. The Investment Report was reviewed. 4 x 4 Truck Quotes were reviewed. Finance Committee recommended the purchase of the 4 x 4 Truck from Ewald Ford, fully equipped at a not to exceed amount of $38,208.63 from the DPW Equipment Replacement Fund. Krocka/Caban made a motion to approve the purchase of the 2017 4 x 4 Pick Up Truck from Ewald Ford at a cost not to exceed $38,208.63 from the DPW Equipment Replacement Fund. Motion carried. Resolutions #1256, #1257, & #1258 were already recommended for approval. The Committee went into Closed Session and came out with no action taken. Discussion was held regarding the Utility water main breaks and deBruijn told the Committee about the new standard ADA crosswalk at Bucktrout St and Claremont Rd. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Next meeting is scheduled for March 7, 2017 if submittals are received. Community Development Authority/Industrial Review Committee No report. Library Report Caban reported on the meeting of February 14, 2017. The Library is officially merged into the Monarch Library System. Our Library Director, Jen Gerber, sits on the Advisory Board and All Directors Council. The system library directors selected Gerber as the liaison between the directors and the system board for a 3 yr. term. The system board president is from Dodge County and the meetings are held in the West Bend Library Community Room. CBS 58 TV did a news story on the library’s circulating vinyl collection. The story either was running February 19th or this week. Circulation is up 4% from last year with physical check-outs and e-books; e-books alone are up 6%; 5,101 people participated in various Library Programs throughout the year and that number is also up 8%. Mid Moraine Municipal Association Fischer stated that the Mid Moraine Municipal Association finally met. The meeting was moved to the West Bend Police Department. Representative Bob Gannon was present to answer questions.  February 21, 2017 OPERATOR’S LICENSE APPROVALS Approve Operator’s License Applications for Hotchkiss and Alioto for Mid-City Quick Mart and Gibeaut for Railroad Station. Krocka/Fischer made a motion to approve the Operator’s License for Hotchkiss and Alioto for Mid-City Quick Mart and Gibeaut for Railroad Station. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Krocka/Caban made a motion to adjourn.
