August 31, 2017 ***VILLAGE BOARD MINUTES*** August 31, 2017 SAUKVILLE MUNICIPAL CENTER 639 E Green Bay Ave SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Michael Gielow-present, Joe Caban-absent, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Chief Goetz, Lt. Meyer, Ray deBruijn, and Ross Brooks – U-Haul PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF AUGUST 22, 2017 MEETING Maglio/Fischer made a motion to approve the August 22, 2017 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No report. REPORT FROM THE VILLAGE ADMINISTRATOR No report. PUBLIC HEARING – to hear comments on a requested Text Amendment regarding canopies or facilities permanently fixed or anchored to the ground and used for the pick-up or return of supplies or equipment in conjunction with the operation of a permitted use (8:02 p.m.) Wagner stated that this Text Amendment request was reviewed by the Plan Commission at its August 1st meeting and it was recommended to the Village Board for approval. Wagner added that, if this Text Amendment is approved, U-Haul would still have to go through the Board of Zoning Appeals for a height variance for the canopy. The request would then have to go back to the Plan Commission for final review. Ross Brooks, U-Haul, stated that the canopy is designed to give customers clear direction and to promote safety for their customers. Hearing no further comments, Dickmann requested a motion to close the Public Hearing. Sauer/Maglio made a motion to close the Public Hearing. Roll call vote was taken with all in favor. The Public Hearing closed at 8:05 p.m.  August 31, 2017 ORDINANCES – RESOLUTIONS – PETITIONS Ord. #778 – Creating §205-40.B(5) – B-4 Highway Shopping Center Business District – Permitted Accessory Uses Sauer/Caban made a motion to waive the first reading of Ord. #778 - Creating §205-40.B(5) – B-4 Highway Shopping Center Business District – Permitted Accessory Uses Sauer/Fischer made a motion to waive the reading or Ord. #778 - Creating §205-40.B(5) – B-4 Highway Shopping Center Business District – Permitted Accessory Uses Gielow/Maglio made a motion to approve Ord. #778 - Creating §205-40.B(5) – B-4 Highway Shopping Center Business District – Permitted Accessory Uses as presented. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of August 31, 2017. Dickmann stated that the Committee reviewed the Financial Management Plan with Ehlers. OTHER MATTERS The Village Board took an updated photo for the web-site. Dawgs in Motion will be holding an event on September 7th to show off its new facility addition. The Annual Car Show will be held on Sunday, September 10th at Grady Park. The 2018 Budget Tour will take place on Tuesday, September 19th beginning at the Wastewater Treatment Plant. Public Safety Committee, Finance Committee, and Village Board will be held following the tour. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee No report. Library Board No report. Mid-Moraine Municipal Association The next meeting is scheduled for September.
