March 20, 2018 ***VILLAGE BOARD MINUTES*** March 20, 2018 SAUKVILLE MUNICIPAL CENTER 639 E Green Bay Ave SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present (via conference call), Dan Sauer-present, David Maglio-present, Michael Gielow-present, Joe Caban-present, Richard Belling- present, and Scott Fischer- present Others Present: Dawn Wagner, Mary Kay Baumann, Chief Goetz, Ray deBruijn, Sara deBruijn, and Joe Poirier-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None APPROVE MINUTES OF MARCH 6, 2018 MEETING Sauer/Maglio made a motion to approve the March 6, 2018 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann thanked the Board for working with her and allowing her to teleconference for the last meeting. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #785 – OPERATOR LICENSE FEES Sauer/Maglio made a motion to waive the first reading of Ord. #785 – Operator License Fees. Motion carried. Dickmann read Ord. #785 – Operator License Fees. Belling/Gielow made a motion to approve Ord. #785 – Operator License Fees. Motion carried. Res. #1271 – FEE SCHEDULE UPDATE Dickmann read Res. #1271 – Fee Schedule Update. Belling/Gielow made a motion to approve Res. #1271 – Fee Schedule Update. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Sauer reported on the meeting of March 20, 2018. Dave Maccoux, Schenck presented the 2017 Water/Wastewater Utility Audit. Kropidlowski provided an update on Well #6. March 20, 2018 Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of March 20, 2018. Claims in the amount of $170,187.40 were reviewed and approved. The Budget Watch and Investment Report were reviewed. Dave Maccoux, Schenck presented the 2017 Audit. A recommendation was made to the Village Board to approve a $100,000 Revolving Loan Fund for Oldenburg Metal Tech to purchase equipment. Sauer/Belling made a motion to approve a $100,000 Revolving Loan Fund for Oldenburg Metal Tech to purchase equipment. Motion carried. A recommendation was made to the Village Board to approve a Squad Camera System at a cost of $9,600 to be paid from the Police Department Equipment Replacement Fund. Ordinance #785 and Resolution #1271 were reviewed and recommended for approval. Other Matters: The Finance Committee will meet on Tuesday, March 27th @ 7:00 p.m. to discuss the Village’s Financial Management Plan. Village staff attended Active Shooter training on Friday, March 9th. Anyone interested in attending the Mid-Moraine Dinner on Wednesday, March 28th should contact Mary Kay. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee Dickmann reported on the meeting of March 20, 2018. The minutes of the July 11, 2017 meeting were reviewed and approved. A 2-phase addition for Jeneil Biotech was reviewed and approved. Library Board No report. March 20, 2018 Mid-Moraine Municipal Association Fischer reported on the meeting of March 14, 2018. Fischer stated that Ezra Meyer of Clean WI spoke regarding the use of coal/tar base on roads. OPERATOR’S LICENSE APPROVALS Sauer/Maglio made a motion to approve Operator License Application for Holcomb for Rally Time Sports Bar. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Fischer/Maglio made a motion to adjourn to Monday, April 9, 2018.
