April 9, 2018 ***VILLAGE BOARD MINUTES*** April 9, 2018 SAUKVILLE MUNICIPAL CENTER 639 E Green Bay Ave SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Michael Gielow-present, Joe Caban-present, Richard Belling- present, and Scott Fischer-present Others Present: Dawn Wagner, Mary Kay Baumann, Chief Goetz, Lt. APPROVE MINUTES OF MARCH 20, 2018 MEETING Sauer/Maglio made a motion to approve the March 20, 2018 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No report. REPORT FROM THE VILLAGE ADMINISTRATOR No report. PUBLIC HEARING – TO HEAR COMMENTS ON A PROPOSED ZONING ORDINANCE TEXT AMENDMENT REQUESTED BY VILLAGE STAFF TO AMEND §205-15.B AND 205-15.B, TO PROVIDE THAT THE CERTIFICATE OF COMPLIANCE AND OCCUPANCY CERTIFICATES REQUIREMENTS SHALL APPLY TO INSTITUTIONAL PROPERTIES, BUILDINGS, AND PREMISES Sauer/Maglio made a motion to begin the Public Hearing. Roll Call Vote was taken with all in favor. Public Hearing began 8:01 p.m. Wagner stated that this text amendment came as a recommendation from the Plan Commission. The current ordinance does not require Certificate of Compliance for Institutional Districts. Approval of this ordinance would require Certificate of Compliance and Occupancy for Institutional Districts. Hearing no other comments, Dickmann requested a motion to close the Public Hearing. Maglio/Gielow made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Motion carried at 8:03 p.m. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #786 – Amending §205-15 – Certificate of Compliance Sauer/Maglio made a motion to waive the first reading of Ord. #786 – Amending §205-15 – Certificate of Compliance. Motion carried. Maglio/Belling made a motion to waive the reading of Ord. #786 – Amending §205-15 – Certificate of Compliance. Res. #1272 – Fund Balance Applied Belling/Sauer made a motion to waive the reading of Res. #1272 – Fund Balance Applied. Motion carried. Res. #1273 - Amending the Village of Saukville 2008 Comprehensive Outdoor Recreation Plan (CORP) Belling/Fischer made a motion to waive the reading of Res. #1273 – Amending the Village of Saukville 2008 Comprehensive Outdoor Recreation Plan (CORP). Motion carried. Gielow/Belling made a motion to approve Res. #1273 - Amending the Village of Saukville 2008 Comprehensive Outdoor Recreation Plan (CORP). Motion carried. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of March 27, 2018. Dickmann stated that discussion was held regarding the Village’s Financial Management Planning. Dickmann reported on the meeting of April 9, 2018. A recommendation was made to the Village Board to approve the Park Use Agreement – SHS – Rendezvous. Belling/Sauer made a motion to approve the Park Use Agreement with the SHS – Rendezvous as presented. Motion carried. Other Matters: Committee members were reminded to review and take the Mental Health Survey that was e-mailed. The Village will be hosting the Mid-Moraine Dinner on Wednesday, May 23rd. Everyone was encouraged to attend as we are hosting. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of April 9, 2018. The minutes of the March 6, 2018 meeting were reviewed.  April 9, 2018 A sign request for Energenecs was reviewed and approved. A sign request for Columbia St. Mary’s Ascension was reviewed and approved. A request for metal canopies at Conservancy Court was reviewed and approved. Community Development Authority/Industrial Review Committee No report. Library Board No report. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS None.
