Village President Barb Dickmann called the meeting to order at 8:00 p.m.
Village Clerk Mary Kay Baumann gave the Statement of Public Notice.
Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott
Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-
present.
Others Present: Dawn Wagner, Mary Kay Baumann, Ray deBruijn, Urban & Judy Braam and
Andrea Jaeger-American Legion, and Dan Benson-Ozaukee Press

APPROVE MINUTES OF APRIL 16, 2019 MEETING
Maglio/Nowlen made a motion to approve the April 16, 2019 minutes as presented. Motion
carried.
COMMUNICATIONS
REPORT FROM THE VILLAGE PRESIDENT
Dickmann read the Poppy Day Proclamation and presented it to Judy Braam of the American
Legion.
Dickmann read the Municipal Clerks Week Proclamation and thanked Baumann for her work.
REPORT FROM THE VILLAGE ADMINISTRATOR
Wagner thanked Baumann as well.

HIGHWAY SHOPPING CENTER BUSINESS DISTRICT, REPEALING AND RECREATING §§205-51-
PERMITS, 205-53 - HEARING AND NOTICE, 205-54 - REVIEW AND APPROVAL, REPEALING §205-
162, REPEALING AND RECREATING §205-76 - EXISTING SUBSTANDARD LOTS, AMENDING §205-
95 - PURPOSE AND INTENT, REPEALING AND RECREATING §205-128 - SPECIAL EXCEPTIONS, AND
AMENDING §205-143 - SPECIFIED TERMS DEFINED
Wagner stated that the Plan Commission reviewed the proposed changes and recommend approval
to the Village Board.
Hearing no comments, Dickmann requested a motion to close the Public Hearing.
Maglio/Nowlen made a motion to close the Public Hearing. Roll call vote was taken with all in
favor. Motion carried at 8:08 p.m.

Ord. #794 – Amending §192-14 Regarding Semitrailer and Container Storage
Wagner stated that she worked with the Village Attorney regarding this ordinance to clarify the
language.
Seitz/Nowlen made a motion to waive the first reading of Ord. #794 - Amending §192-14 Regarding
Semitrailer and Container Storage. Motion carried.
Dickmann read Ord. #794 - Amending §192-14 Regarding Semitrailer and Container Storage.
Maglio/Nowlen made a motion to approve Ord. #794 - Amending §192-14 Regarding Semitrailer
and Container Storage as presented. Motion carried.
REPORTS OF VILLAGE BOARD COMMITTEES
Utility Committee
No report.
Public Works Committee
Maglio reported on the joint meeting of the Public Works Committee and Cemetery Committee of
May 7, 2019.
Maglio reported that the Tower/Bucktrout Street project is behind schedule due to the weather.
It is scheduled to begin on Monday, May 13th.

The Annual Cemetery Report was reviewed.
An Eagle Scout project by Alex Wischke to do a new flower bed around the Union Cemetery sign
was approved.
Public Safety Committee
No report.
Finance Committee
Dickmann reported on the meeting of May 7, 2019.
A recommendation was made to the Village Board to authorize the Village Attorney to file a lawsuit
against Kaitlyn Ragghianti and Insurer for property damage claim.
Maglio/Nowlen made a motion to approve authorization of the Village Attorney to file a lawsuit
against Kaitlyn Ragghianti and Insurer for property damage claim. Motion carried.
Committee went into Closed Executive Session with no action being taken.
A recommendation was made to the Village Board to approve a not-to-exceed amount of $10,000
for a contract for services with Community Security Solutions, LLC.
Maglio/Seitz made a motion to approve a not-to-exceed amount of $10,000 for a contract for
services with Community Security Solutions, LLC. Motion carried.
Other Matters:
Ord. #794 was recommended for approval.
The Chamber will be hosting its annual Awards Dinner on Tuesday, May 14th @ Messina’s.
The Mid-Moraine dinner is being held on Wednesday, May 22nd at Galioto’s Twelve21. If anyone is
interested in attending, please contact Mary Kay.
The Village held an EAP training session at the Fire Department on Monday, April 29th. The topic
was Respect in the Workplace.
The Village will be holding another EAP training session at the Police Department on May 16th. The
topic will be New Stress Management.
The next Finance/Village Board meetings will be held on June 18th and July 23rd. Any other needed
meetings will be held on those dates.

Plan Commission
Dickmann reported on the meeting of May 7, 2019.
Minutes from the April 16, 2019 meeting were reviewed and approved.
A Public Hearing was held regarding a proposed Conditional Use Permit 516 Technology Way and
Ruan Transport.
May 7, 2019
A Conditional Use Permit was reviewed and approved for 516 Technology Way and Ruan Transport.
A Certificate of Compliance – Change of Use to Operate for 516 Technology Way and Ruan
Transport was reviewed and approved.
A request for signage for Michaleno’s Pizzeria was reviewed and approved.
A request for the installation of a smoker for d’Klein Inc was reviewed and approved.
A comment was made by Commission member Lear on how great the d’Klein building looks.
