June 18, 2019 ***VILLAGE BOARD MINUTES*** June 18, 2019 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE, SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 8:30 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- absent, Scott Fischer- present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-present. Others Present: Dawn Wagner and Mary Kay Baumann PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF MAY 21, 2019, 2019 MEETING Nowlen/Fischer made a motion to approve the May 21, 2019 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No report. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #795 – Regulating Nicotine Vapor Products and Electronic Smoking Devices Wagner reported that this ordinance is an update to allow law enforcement to take action regarding vaping and e-cig products. Wagner noted that the language in this ordinance is parallel with Port Washington. Maglio/Seitz made a motion to waive the first reading of Ord. #795 – Regulating Nicotine Vapor Products and Electronic Smoking Devices. Motion carried. Fischer/Nowlen made a motion to waive the reading of Ord. #795 – Regulating Nicotine Vapor Products and Electronic Smoking Devices. Motion carried. Maglio/Hebein made a motion to approve Ord. #795 - Regulating Nicotine Vapor Products and Electronic Smoking Devices. Motion carried. June 18, 2019 Res. #1293 – 2018 Compliance Maintenance Annual (CMAR) Report Dickmann read Res. #1293 – 2018 Compliance Maintenance Annual (CMAR) Report. Hebein/Nowlen made a motion to approve Res. #1297 – 2018 Compliance Maintenance Annual (CMAR) Report. Motion carried. Res. #1294 – Fund Balance Applied – 2019 Dickmann read Res. #1294 – Fund Balance Applied – 2019. Nowlen/Maglio made a motion to approve Res. #1294 – Fund Balance Applied – 2019. Motion carried. Res. #1295 – 2019 Joint Review Board Wagner stated that this resolution is part of the procedure to name the members of the Joint Review Board. Maglio/Fischer made a motion to waive the reading of Res. #1295 – 2019 Joint Review Board. Motion carried. Seitz/Maglio made a motion to approve Res. #1295 – 2019 Joint Review Board. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of June 18, 2019. Claims for May in the amount of $224,391.82 were reviewed and approved. The Budget Watch and Investment report were reviewed. Resolutions #1293 and #1294 were recommended for approval. A recommendation was made to the Village Board to approve the Solar Now Pilot Program – Non- binding Term Sheet. Maglio/Seitz made a motion to approve the Solar Now Pilot Program – Non-binding Term Sheet. Motion carried. Committee went into Closed Executive Session with no action being taken. Other Matters: None. REPORTS OF SPECIAL COMMITTEES June 18, 2019 Plan Commission Dickmann reported on the meeting of June 18, 2019. Minutes of the May 7, 2019 meeting were reviewed and approved. A Public Hearing was held regarding a proposed Conditional Use Permit (CUP) for A-1 Fence located at 740 N. Dekora Woods Blvd. The CUP was approved with restrictions for A-1 Fence. A request for a Certificate of Compliance – Change of Use was reviewed and approved for A-1 Fence. A sign request for Madison Medical was reviewed and approved. A request for an addition to the Casey’s Market was reviewed and approved. A request for 2 drive-thru menu boards (signs) for McDonalds was reviewed and approved. A Temporary Certificate of Compliance – Planning and Zoning for Ruan Transport Corporation, 800B N. Progress Drive was reviewed and approved with conditions. Community Development Authority/Industrial Review Committee No report. Library Board No report. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS Approve Applications for Renewal of “Class B” Beer License-Marcus Theatres Maglio/Nowlen made a motion to approve the renewal of the “Class B” Beer License-Marcus Theatres. Motion carried. Approve Agent Appointment for Corporation or Non-Profit – Michael Ridgeway, MarcusTheatres Maglio/Seitz made a motion approve the agent appointment for Corporation or Non-Profit – Michael Ridgeway, Marcus Theatres. Motion carried. Approve New Operator License Applications to Serve Fermented Malt Beverages and Intoxicating Liquor for Kittson-Railroad Station, Perren-Walgreens, Gutenkunst-Kwik Trip, and Hawtrey-J’Sports Bar Maglio/Seitz made a motion to approve the Operator License Applications as listed. Motion carried. June 18, 2019 Approve Operator’s License Application Renewals to Serve Fermented Malt Beverages and Intoxicating Liquor for Ansay-Walgreens, Schowalter-d’Klein, Conley, Lokken, Schopp, Morris & Fleck-Marcus Cinema, and Fonder-Rally Time Fischer/Nowlen made a motion to approve the Operator License Application Renewals as listed above. Motion carried. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Nowlen/Hebein made a motion to adjourn to July 23, 2019.
