July 23, 2019 ***VILLAGE BOARD MINUTES*** July 23, 2019 SAUKVILLE MUNICIPAL CENTER 639 E GREEN BAY AVE, SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- absent, Scott Fischer- present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-present. Others Present: Dawn Wagner, Mary Kay Baumann, Vicki Lee, Ray deBruijn, Chief Meyer, Chief Schultz, Matt & Meagan Schultz, Joe Caban, and Dan Benson-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF JUNE 18, 2019 MEETING Nowlen/Fischer made a motion to approve the June 18, 2019 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann presented former Trustee Joe Caban with a plaque recognizing his 10 years of service on the Village Board and thanked him for all that he has contributed to the Village over the years. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner thanked Caban and shared Dickmann’s sentiments. PUBLIC HEARING - TO HEAR COMMENTS REGARDING A ZONING ORDINANCE TEXT AMENDMENT CHANGE TO AMEND §205-21.B TO PROHIBIT THE USE OF SEMITRAILERS AND CARGO AND SHIPPING CONTAINERS FOR STORAGE, WAREHOUSING AND BUSINESS OPERATION, AND TO CREATE §205-30.A(4) TO PROVIDE THAT GROUND-MOUNTED ELECTRIC POWER GENERATING PHOTOVOLTAIC SOLAR PANEL ARRAYS AND CONNECTOR EQUIPMENT SHALL BE A PERMITTED USE IN THE A-1 AGRICULTURAL DISTRICT (8:02 pm) Wagner stated that the text amendment change had been reviewed by the Plan Commission. The language that is already in the code will now also be listed in the zoning code. The ordinance will also add solar panels to the A-1 Agricultural District. Hearing no further comments, Dickmann requested a motion to close the Public Hearing. Maglio/Nowlen made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Motion carried at 8:04 pm. July 23, 2019 ORDINANCES – RESOLUTIONS – PETITIONS Ord. #796 – Amending §205-21.B Use Restrictions and Creating §205-30.A(4) – A-1 Agricultural District Fischer/Maglio made a motion to waive the first reading of Ord. #796 – Amending §205-21.B Use Restrictions and Creating §205-30.A(4) – A-1 Agricultural District. Motion carried. Fischer/Maglio made a motion to waive the reading of Ord. #796 – Amending §205-21.B Use Restrictions and Creating §205-30.A(4) – A-1 Agricultural District. Motion carried. Fischer/Seitz made a motion to approve Ord. #796 – Amending §205-21.B Use Restrictions and Creating §205-30.A(4) – A-1 Agricultural District. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee Maglio stated that all items related to the Public Works meeting on July 23, 2019 were recommended for approval from Finance. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of July 23, 2019. Claims for June in the amount of $156,982.43 were reviewed and approved. The Budget Watch and Investment report were reviewed. A recommendation was made to the Village Board to approve the Lease Agreement for 196 N. Mill Street. Maglio/Nowlen made a motion to approve the Lease Agreement with 196 N. Mill Street. Motion carried. Committee went into Closed Executive Session with no action taken. A recommendation was made to the Village Board to approve a Memorandum of Understanding (MOU) between the Town of Saukville, Village of Saukville, and Town of Grafton regarding maintenance and repairs on joint jurisdiction roads. Maglio/Nowlen made a motion to approve the Memorandum of Understanding (MOU) between the Town of Saukville, Village of Saukville and Town of Grafton regarding maintenance and repairs on joint jurisdiction roads. Motion carried. A recommendation was made to the Village Board to approve the roundabouts landscape improvements. July 23, 2019 Maglio/Nowlen made a motion to approve the roundabouts landscape improvements as presented. Motion carried. A recommendation was made to the Village Board to approve the Stadler Construction Settlement Agreement – Amendment. Nowlen/Fischer made a motion to approve the Stadler Construction Settlement Agreement – Amendment as presented. Motion carried. Other Matters: August meeting dates are the 13th and 27th. September meeting dates are the Wednesday the 11th and the Tuesday the 24th. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of June 18, 2019. Minutes of the June 18, 2019 meeting were reviewed and approved. The Zoning Ordinance Text Amendment was reviewed and recommended for approval. A CSM for K & G Welton Properties in the Town of Port Washington was recommended for approval. Wagner stated that the Plan Commission approved the CSM and did not see any issues. Nowlen/Maglio made a motion to approve the Certified Survey Map (CSM) for K and G Welton Properties, LLC pursuant to the Village’s Extraterritorial Land Division Ordinance. Motion carried. Other Matters: None. Community Development Authority/Industrial Review Committee Dickmann reported on the meeting of July 23, 2019. The minutes of the May 21, 2019 meeting were reviewed and approved. A sign permit application for P2 Self Storage was reviewed and approved. Library Board The minutes from the July 9, 2019 meeting were in the packets for review. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Maglio/Fischer made a motion to approve Operator License Applications for Murphy, Zoske, and Williams for Rally Time, Schroeder and Zahnow for Walgreens, Strand for Kwik Trip, Stross and Bonjean for Casey’s, Moeller-Donham for d’Klein, Klein for Railroad Station, Danner for Marcus Theater, and Johnson and Walker for Beck’s. Motion carried. July 23, 2019 LIQUOR LICENSE APPROVALS Approve Change of Agents for Wal-Mart – Evanoff. Maglio/Nowlen made a motion to approve the change of Agent on the Class A Liquor License for Wal-Mart to Evanoff. Motion carried. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Fischer/Maglio made a motion to adjourn to August 13, 2019.
