Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein- present. APPROVE MINUTES OF JULY 23, 2019 MEETING Maglio/Hebein made a motion to approve the July 23, 2019 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No report. REPORT FROM THE VILLAGE ADMINISTRATOR No report. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1296 – Group Health Insurance Program Maglio/Nowlen made a motion to waive the reading of Res. #1296 – Group Health Insurance Program. Motion carried. Seitz/Nowlen made a motion to approve Res. #1296 – Group Health Insurance Program. Motion carried. Res. #1297 – Fund Balance Applied Nowlen/Hebein made a motion to waive the reading of Res. #1297 – Fund Balance Applied. Motion carried. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of August 13, 2019. Dickmann stated that discussion was held regarding the Village’s Financial Management Plan. Committee went into Closed Executive Session with no action being taken. A recommendation was made to the Village Board to approve a Contract for Services – Community Security Solutions, LLC. Maglio/Nowlen made a motion to approve the Contract for Services – Community Security Solutions, LLC. Motion carried. A recommendation was made to the Village Board to approve the Personnel Manual – Amending Section 3.06. Nowlen/Belling made a motion to approve the Personnel Manual – Amending Section 3.06. Motion carried. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of August 13, 2019. A Change of Use – Planning and Zoning for St. John XXIII was reviewed and approved. A request for 2 signs for St. John XXIII was reviewed and approved. Other Matters: None. Community Development Authority/Industrial Review Committee No report. Library Board No report. Mid-Moraine Municipal Association No report.  August 13, 2019 OPERATOR’S LICENSE APPROVALS Fischer/Hebein made a motion to approve Operator License Applications for Purtell and Gauger for Piggly Wiggly, Mieloch for d’Klein, Meerstein for Railroad Station, and Lanser for Beck’s Green Bay Ave Mart. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Fischer/Maglio made a motion to adjourn to August 27, 2019.
