July 14, 2020 20202020,2020A ***VILLAGE BOARD MINUTES*** pri 2020 July 14, 2020 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:26 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Chief Trinko (via Zoom), Ray deBruijn (via Zoom), Ray Hartmann, Sgt. Ramthun, Gilly Schultz, Sue Nemacheck, Rick & Avis Gillson and family, Dale & Judy Fischer and family, and Dan Benson – Ozaukee Press (via Zoom) PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF JUNE 16, 2020 MEETING Seitz/Nowlen made a motion to approve the June 16, 2020 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann presented Dale Fischer and Avid Gillson with plaques and gift cards recognizing their 25 years of service and thanked them for all they’ve done for the residents of the Village of Saukville. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #803 – Repealing and Recreating §151-2 – Maintenance of Lawns, Landscaping, and Yards Wagner stated that there were inconsistencies between the code and the maintenance letters that were being sent to residents. Wagner noted that the first paragraph should read 4 inches in height and not 9 inches. Wagner stated that the resident letters needed to match the code. The Village receives complaints on a regular basis regarding lawn/yard maintenance. Maglio/Seitz made a motion to waive the first reading of Ord. #803 - Repealing and Recreating §151-2 – Maintenance of Lawns, Landscaping, and Yards. Motion carried. Belling/Maglio made a motion to waive the reading of Ord. #803 - Repealing and Recreating §151-2 – Maintenance of Lawns, Landscaping, and Yards. Motion carried. Belling/Hebein made a motion to approve Ord. #803 - Repealing and Recreating §151-2 – Maintenance of Lawns, Landscaping, and Yards. All in favor with Nowlen opposing. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. July 14, 2020 20202020,2020A pri 2020 Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of July 14, 2020. Claims for June in the amount of $335,074.38 were reviewed and approved. The Budget Watch and Investment Reports were reviewed. R & M gave a presentation on the Wastewater Treatment Plant and Phosphorus. Committee went into Closed Executive Session and came out of Closed Session to take action. A recommendation was made to the Village Board to accept the voluntary resignation and agreement from Fire Chief Thad Trinko. Nowlen/Hebein made a motion to accept the voluntary resignation and agreement from Fire Chief Thad Trinko. Motion carried. Other Matters: 2021 Budget memo has been distributed to the departments. The August 18th Finance Committee Meeting will include the 2021 Financial Management Planning. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of July 14, 2020. The minutes of the June 16, 2020 meeting were reviewed and approved. Ord. #804 was reviewed and recommended to the Village Board for Public Hearing. A fence request for 295 E. Clay St. was reviewed and approved. Community Development Authority/Industrial Review Committee No report. Library Board The Library Board met on July 14th but no report was available. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Hebein/Nowlen made a motion to approve New Operator License Applications for McTrusty for Casey’s, Dashner for J’Sports Bar, and Rudolph for Railroad Station. Motion carried. Seitz/Hebein made a motion to approve Operator License Renewal Applications for Olson for Moose Lodge, Mueller for Saukville Softball Association, and Hawtry & Parbs for J’Sports Bar. Motion carried. LIQUOR LICENSE APPROVALS None. July 14, 2020 20202020,2020A pri 2020 CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Hebein/Nowlen made a motion to adjourn.
