October 6, 2020 202020204020,2020A pri 2020 ***VILLAGE BOARD MINUTES*** October 6, 2020 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 4:30 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Sara deBruijn, Austin R (via Zoom) and Dan Benson – Ozaukee Press (via Zoom) PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF SEPTEMBER 15, 2020 MEETING Seitz/Hebein made a motion to approve the September 15, 2020 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann thanked the Board for taking the time for the 2021 Budget Tour today. Dickmann requested a motion to appoint Michael Adams to the Plan Commission and Pamela Hughes to the Architectural Review Board. Maglio/Nowlen made a motion to approve Michael Adams to the Plan Commission and Pamela Hughes to the Architectural Review Board. Motion carried. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1315 - Approving the Borrowing of $70,000 by the Water Utility from the Unassigned General Fund Balance Nowlen/Seitz made a motion to waive the reading of Res. #1315 – Approving the Borrowing of $70,000 by the Water Utility from the Unassigned General Fund Balance. Motion carried. Hebein/Nowlen made a motion to approve Res. #1315 – Approving the Borrowing of $70,000 by the Water Utility from the Unassigned General Fund Balance. Motion carried. Res. #1316 – 2020 Compensation Schedule – Fire Dept Maglio/Belling made a motion to waive the reading of Res. #1316 – 2020 Compensation Schedule – Fire Dept. Motion carried. Seitz/Belling made a motion to approve Res. #1316 – 2020 Compensation Schedule – Fire Dept. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. October 6, 2020 202020204020,2020A pri 2020 Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of October 6, 2020. A recommendation was made to the Village Board to approve the 535 W Dekora St – Winnemuller Agreement. Nowlen/Maglio made a motion to approve 535 W Dekora St – Winnemuller Agreement. Motion carried. Committee went into Closed Executive Session with no action being taken. A recommendation was made to the Village Board to approve the Intergovernmental Agreement for Temporary Fire Department Administrative Oversight and Operational Assistance Between the Village of Saukville and Village of Grafton. Seitz/Nowlen made a motion to approve the Intergovernmental Agreement for Temporary Fire Department Administrative Oversight and Operational Assistance Between the Village of Saukville and Village of Grafton. Motion carried. Other Matters: Dickmann stated that 2021 Budget Workshops will be held on October 19th and 26th. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee No report. Library Board Scheduled to meet on Tuesday, October 13th. Mid-Moraine Municipal Association Nowlen stated that all meetings have been suspended until January 2021. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None.
