October 20, 2020 202020204020,2020A ***VILLAGE BOARD MINUTES*** pri 2020 October 20, 2020 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 6:43 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present (via Zoom), Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-absent, and Andy Hebein- present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Dale Kropidlowski, Ray Hartmann, Maureen Hartjes (via Zoom)and Dan Benson – Ozaukee Press (via Zoom) PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF SEPTEMBER 15, 2020 MEETING Seitz/Fischer made a motion to approve the September 15, 2020 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann requested a motion to approve the appointment of the following as Election Inspectors for the Village of Saukville: • Sue Nermacheck • Barbara Feireisen • Amy Weir • Regina Duarte • Charles Guokas Maglio/Hebein made a motion to approve the appointment of the Election Inspectors as listed above. Motion carried. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Res. #1317 – Authorizing Representative Resolution – WWTF Improvements Fischer/Seitz made a motion to waive the reading of Res. #1317 – Authorizing Representative Resolution – WWTF Improvements with Dawn Wagner, Administrator as the Representative. Motion carried. Fischer/Belling made a motion to approve Res. #1317 - Authorizing Representative Resolution – WWTF Improvements with Dawn Wagner, Administrator as the Representative. Motion carried. Res. #1318 – Reimbursement Resolution for WWTF Improvements Fischer/Belling made a motion to waive the reading of Res. #1318 – Reimbursement Resolution for WWTF Improvements. Motion carried. Seitz/Hebein made a motion to approve Res. #1318 – Reimbursement Resolution for WWTF Improvements. Motion carried. October 20, 2020 202020204020,2020A pri 2020 Res. #1319 - Declaring Official Intent to Reimburse Expenditures from Proceeds of Borrowing – Water Meter and Water Distribution Control System Upgrade Hebein/Fischer made a motion to waive the reading of Res. #1319 – Declaring Official Intent to Reimburse Expenditures from Proceeds of Borrowing – Water Meter and Water Distribution Control System Upgrade. Motion carried. Hebein/Maglio made a motion to approve Res. #1319 - Declaring Official Intent to Reimburse Expenditures from Proceeds of Borrowing – Water Meter and Water Distribution Control System Upgrade. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of October 19, 2020. A recommendation was made to the Village Board to approve the Village of Saukville’s Vision-Mission- Strategic Priorities. Maglio/Seitz made a motion to approve the Village’s Vision-Mission-Strategic Priorities. Motion carried. A recommendation was made to the Village Board to approve the Village of Saukville’s Board/Staff Code of Conduct. Hebein/Maglio made a motion to approve the Village of Saukville’s Board/Staff Code of Conduct. Motion carried. Discussion was held regarding the 2021 Budget. Dickmann reported on the meeting of October 20, 2020. Approved claims for September 2020 in the amount of $344,591.37. Review the Budget Watch and Investment Report. Dave Arnott, Rueckert & Mielke gave a presentation on the WWTF Upgrades. A recommendation was made to the Village Board to approve Task Order No. 2020-4 Wastewater Treatment Facility Phosphorus Upgrade – Design & Bidding – Phase 200, Construction Services – Phase 300. The item will be placed on the November 4th Village Board Agenda for approval. A recommendation was made to the Village Board to approve the Professional Services Agreements – Water Distribution Control System & WWTF Control System Upgrade Projects (Energenecs, Inc.). The item will be placed on the November 4th Village Board Agenda for approval. A recommendation was made to the Village Board to approve a 550 W Dekora – Amended Agreement. Maglio/Hebein made a motion to approve the 550 W Dekora – Amended Agreement with the property owner being responsible for cost incurred for legal services and recording the amendment with the County. Motion carried. October 20, 2020 202020204020,2020A Other Matters: pri 2020 An update was given on the Well #1 roofing project. Dan Helm obtained certification as a Storm Water Regulation Inspector. The Police Department and Fire Department received recognition from Character Counts. Office Janich received an award from the Saukville American Legion. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee No report. Library Board Hebein reported on the meeting of October 13, 2020. Hebein reported that Virtual Storytelling has resumed and the Library is increasing its vinyl collection. Mid-Moraine Municipal Association Nowlen stated that all meetings have been suspended until January 2021. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None.
