April 13, 2021 ***VILLAGE BOARD MINUTES*** April 13, 2021 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling- present, Scott Fischer- present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-present. Others Present: Dawn Wagner, Mary Kay Baumann, Michelle Jaeger, Chief Meyer, Ray DeBruijn, Sara deBruijn (via Zoom), Bob Ramthun, Brandin Depies, Chief Rice, Jason Laabs, Sandy Smith, Avis Gillson, Jen Gerber (via Zoom), Martin Morante (via Zoom), Holly Skelton (via Zoom), Pastor & Mrs. Jimoh, David Buckley, and Eric Johnson – Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF MARCH 16, 2021 MEETING Seitz/Fischer made a motion to approve the March 16, 2021 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No report. REPORT FROM THE VILLAGE ADMINISTRATOR No report. PUBLIC HEARING - To Hear Comments Regarding a Zoning Text Amendment Requested by RCCG Household of God to Amend §§205-56.C and 205-56.D to Allow Adult Day-Care Centers and Community Living Arrangements as Conditional Uses in the I-1 Institutional District Wagner stated that on March 2, 2021 the Plan Commission made a recommendation to the Village Board to approve the proposed text amendment to amend §§205-56.C and 205-56.D to allow adult day-care centers and community living arrangements as a conditional use in the I-1 Institutional District. Pastor Jimoh thanked the Village Board for its consideration of this proposed text amendment. With no other comments, Dickmann requested a motion to close the Public Hearing. Belling/Nowlen made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Motion carried at 7:04 p.m. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #806 – Amending §§205-56.C and 205-56.D of the Code – Residential Uses Nowlen/Belling made a motion to waive the first reading of Ord. #806 - Amending §§205-56.C and 205-56.D of the Code – Residential Uses. Motion carried. Dickmann read Ord. #806 - Amending §§205-56.C and 205-56.D of the Code – Residential Uses. April 13, 2021 Nowlen/Belling made a motion to approve Ord. #806 - Amending §§205-56.C and 205-56.D of the Code – Residential Uses. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of April 13, 2021. Claims for March 2021 in the amount of $440,277.98 were reviewed and approved. The Investment Report and Budget Watch were reviewed. A recommendation was made to the Village Board to approve Payne & Dolan bid to complete the Fire Department Parking Lot. Nowlen/Maglio made a motion to approve Payne & Dolan bid to complete the Fire Department Parking Lot. Motion carried. A recommendation was made to the Village Board to approve the Extension of the Intergovernmental Agreement for Temporary Fire Department Administrative Oversight and Operational Assistance between the Village of Saukville and Village of Grafton. Belling/Maglio made a motion to approve the Extension of the Intergovernmental Agreement for Temporary Fire Department Administrative Oversight and Operational Assistance between the Village of Saukville and Village of Grafton. Motion carried. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee No report. Library Board No report. Mid-Moraine Municipal Association No report. LIQUOR LICENSE APPROVALS None. YEARS OF SERVICE AWARD PRESENTATIONS Wagner stated that, in lieu of the usual Awards Presentations due to COVID-19, the Village wanted to do something to acknowledge the years of service to the following individuals: April 13, 2021 Chief Meyer presented Sergeant Bob Ramthun with his 20-year service award for the Police Department. Jason Laabs presented years of service awards to Fire Department members Deb Golec – 15-years, Sandy Smith – 20-years and Avis Gillson – 25-years. Chief Rice presented Jason Laabs with his 20-year service award for the Fire Department. Jen Gerber presented Martin Morante with his 5-year service award for the Library. Dawn Wagner presented services awards to Jen Gerber – 10-years and Mary Kay Baumann – 20-years. Wagner also recognized Mark Kichura for his 5-years of service for the Utility Department. Barb Dickmann read what it means to be a volunteer and went on to thank not only all the dedicated employees but all those who serve as Police Reserves and Fire Department Auxiliary for their many hours of services. Dickmann applauded all appointed officials from all of the Village Committees and stated that they are all a vital part of the Community. Wagner added that each award recipient would also get a treat box to take home courtesy of Mila’s Bakery. Mila’s donated all of the boxes to the Village. Wagner thanked the Recognition Committee for their work in putting this together. Wagner acknowledged Michelle Jaeger, Kim Buechler, Steve Fischer, Brett Moegenburg, and Eric Paulus. Thank you! CITIZEN MATTERS AS NOTICED Seitz noted that there were openings on the Plan Commission and CDA. He asked how those positions were filled. Dickmann stated that, through recommendations, she contacts individuals that are possible interested. They are then added to the Committee and then either approved or denied by the Board.
