May 4, 2021 ***VILLAGE BOARD MINUTES*** May 4, 2021 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 6:30 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Richard Belling-present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, and Andy Hebein-absent. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Ray DeBruijn & Family, Dan Helm, Brett Moegenburg, Ethan Tennies, Sara deBruijn, Michelle Jaeger, Andrea Jaeger, Mary Ellen Race, Judy Braam, Matt Karpinski, and Eric Johnson-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF APRIL 20, 2021 MEETING Fischer stated that he misunderstood the approval of the Trustee Appointments at the April 13, 2021 meeting. He stated that he would like to amend his vote to Yay for the Trustee Appointments and Nay for all 3 pages of the Committee Appointments. Seitz stated that he would like to do the same. Belling/Fischer made a motion to approve the April 13, 2021 minutes amending the Trustee/Committee votes for Fischer and Seitz. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann read a proclamation from Governor Evers regarding Municipal Clerks Week and thanked Baumann for all the work she does. Dickmann read the Poppy Day Proclamation and Judy Braam distributed poppies to all in attendance. Dickmann stated that just before the April 13th meeting, Mark Haessly chose to step down from the Public Safety Committee. Dickmann requested a motion to appoint Brent Fischer to the Public Safety Committee. Dickmann stated that Brent is Scott Fischer’s brother and as been a Saukville resident for the past 22 years. Fischer/Belling made a motion to approve the appointment of Brent Fischer to the Public Safety Committee. Motion carried. Dickmann read a plaque for Ray deBruijn thanking him for his 24 years of dedicated service to the Village of Saukville. Dickmann stated that the Village has come a long way under deBruijns tenure noting his work with non-profits, community events, the work he has done with the parks, the tree plantings and the improvements to the fleet in the DPW. Dickmann added that the DPW is being left in good hands with the promotion of Dan Helm.  May 4, 2021 deBruijn accepted his plaque and said a few parting words including how much he enjoyed working with the staff at the Village. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner thanked deBruijn for all his years of service. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #807 – Chapter 101 – Fire Prevention, Protection and Control Code Belling/Nowlen made a motion to waive the first reading of Ord. #807 – Chapter 101 – Fire Prevention, Protection and Control Code. Motion carried. Seitz/Maglio made a motion to waive the reading of Ord. #807 – Chapter 101 – Fire Prevention, Protection and Control Code. Motion carried. Wagner stated that Public Safety reviewed the proposed ordinance. Fischer asked if his fire pit would now be considered illegal? Fischer stated that he feels that existing fire pits that were previously approved by the Fire Department should be grandfathered. Matt Karpinski, Fire Inspector, stated that the existing code states the maximum circumference is 3 ft x 3 ft. The new wording is very similar. Seitz stated that he feels existing fire pits should be grandfathered. Wagner stated that the motion could include the condition that existing fire pits with approved burn permits be grandfathered for the current owners of the property. Fischer/Seitz made a motion to approve Ord. #807 – Chapter 101 – Fire Prevention, Protection and Control Code with the condition that existing fire pits that have an approved burn permit that was issued prior to May 4, 2021 be grandfathered for the current owners of the property. Motion carried. Res. #1333 – Final Resolution Authorizing Public Improvements and Levying Special Assessments – Colonial Pkwy Project Fischer/Hebein made a motion to waive the reading of Res. #1333 – Final Resolution Authorizing Public Improvements. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of May 4, 2021. A recommendation was made to the Village Board to approve the amended Special Assessment Policy. Belling/Nowlen made a motion to approve the amended Special Assessment Policy. Motion carried. A recommendation was made to the Village Board to approve Res. #1333. There were no Other Matters.  May 4, 2021 REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of May 4, 2021. Minutes of the March 2, 2021 meeting were reviewed and approved. The Commission moved to recommend to the Village Board the denial of the request to rezone the property located at 743 S. Main St. from R-3 Single Family Residential to A-1 Agricultural Zoning. The request will go to the Village Board for Public Hearing. Wal-Mart will be starting its renovation including exterior paint and signage as well as some interior upgrades. Community Development Authority/Industrial Review Committee Dickmann reported on the meeting of May 4, 2021. Barb Dickmann was appointed Committee Chairperson. Keith Dickmann was appointed Committee Vice-Chairperson. Minutes of the March 2, 2021 meeting were reviewed and approved. The Roll Mill Cooling Tower Replacement Project at Charter Steel was reviewed and approved. Rebel Converting has purchased the former Calibre building located at 655 Dekora Woods Blvd. Library Board NO report. Mid-Moraine Municipal Association No report. LIQUOR LICENSE APPROVALS None.
