October 5, 2021 ***VILLAGE BOARD MINUTES*** October 5, 2021 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 5:30 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, Richard Belling-present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, Andy Hebein-present, and Pete Janus-present. Others Present: Dawn Wagner, Mary Kay Baumann, Sara deBruijn, Chief Meyer, and Connor Carynski-Ozaukee Press PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS Trustee Nowlen commented on behalf of his neighbors regarding trash/recycling issues that the Village has been experiencing with Waste Management. Wagner stated that staff has been in contact with Waste Management trying to resolve these issues. Wagner stated that Dan Helm has made contact multiple times and Mary Kay, Michelle, and Maureen have been fielding numerous calls from residents over the last 4-6 weeks. At this time everyone is trying to be positive with the residents when they call in stating that we are in continued communication with Waste Management to ensure that everyone’s trash/recycling gets picked up. Wagner stated that information provided from Waste Management regarding slow or no pick up includes a shorter of drivers, in part, due to COVID-19. Wagner stated that Helm is setting up a meeting with Waste Management in an attempt to resolve these ongoing issues. APPROVE MINUTES OF SEPTEMBER 21, 2021 MEETING Belling/Nowlen made a motion to approve the September 21, 2021 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann thanked everyone for their time and service, not only for the Budget Tour, but throughout the year. Staff is doing an excellent job! REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #814 – Amending § 1-19.D(3)(a) to Adopt the new Municipal Court Bond Schedule. Bond Schedule attached “Schedule A” Seitz/Fischer made a motion to waive the reading of Ord. #814 – Amending § 1-19.D(3)(a) to Adopt the new Municipal Court Bond Schedule. Motion carried. Belling/Nowlen made a motion to waive the reading of Ord. #814 – Amending § 1-19.D(3)(a) to Adopt the new Municipal Court Bond Schedule. Ord. #815 – Amending § 140-1 to add a few additional State Statute Offenses for which the Police Department can issue Municipal Citations (possession of prescription drug without a prescription; unlawful use of computerized communication systems to frighten, intimidate, threaten; unauthorized use of computerized communication systems to harass, annoy, offend; receiving stolen property from child; and possession of controlled substances, generally). Nowlen/Janus made a motion to waive the first reading of Ord. #817 - Amending § 16-2 to reflect the correct term of the Municipal Judge. Motion carried. Finance Committee Dickmann reported on the meeting of October 5, 2021.  October 5, 2021 Claims for August 2021 in the Amount of $471,887.69 were reviewed and approved. The Budget Watch and Investment Report were reviewed and approved. Kevin Kimmes, Saukville Town Board Chairman gave a presentation regarding the potential of shared fire services with the Village of Saukville. Committee went into Closed Executive Session with no action being taken. A recommendation was made to the Village Board to approve Ordinances 814,815,816 & 817. Other Matters: None. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of October 5, 2021. Minutes of the July 15th Plan Commission Meeting were reviewed and approved. A recommendation was made to the Village Board to approve a land division by certified survey map within the Village’s Extraterritorial Plat Approval Jurisdiction submitted by property owners of Lange Estates, Phase 3 in the Town of Port Washington seeking to divide an approximately 11-acre parcel into four parcels, creating three new residential lots, ranging in size from 1.08 to 1.29 acres and a fourth lot at 7.36 acres, requested by Karen Welton Properties, LLC. Mid-Moraine Municipal Association Nowlen reported that they had a much over-due dinner meeting last Wednesday night and the Legislative Committee will begin meeting in January.
