***VILLAGE BOARD MINUTES*** October 18, 2022 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:18 p.m. Julie Friede gave the Statement of Public Notice. Members: Barb Dickmann-present, Richard Belling-present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-Via Zoom, Andy Hebein-present, and Pete Janus-present. Others Present: Dawn Wagner, Julie Friede and Chief Rob Meyer PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None APPROVE MINUTES OF OCTOBER 4, 2022 MEETING. Seitz/Hebein made a motion to approve minutes of October 4, 2022. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No Comments. REPORT FROM THE VILLAGE ADMINISTRATOR No Comments. ORDINANCES – RESOLUTIONS – PETITIONS None. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Fischer stated he is working with Ray and Dawn to schedule a tour of the WWTP project for November. Public Works/Cemetery Committee No Report. Public Safety Committee Hebein reported on the meeting of October 18, 2022. Hebein stated the Saukville Police Department had 6894 calls this year for service. NIBRS Date so far this year: • Drug & Narcotic - 45% • Theft & Larcenies – 25% • Assault & Vandalism – 8% Hebein included 655 citations through August 31, 2022 have been process through the Municipal Court. Saukville Police Department was been working on training in the following areas: • Completed training in Tactical Response • Completed State Fire Arms qualification • Completed Active Shooter Training Hebein stated planning has begun for Shop with a Cop with the date of December 17, 2022. Hebein reported on the Emergency Management: • Tornado warning were issued last week, no touch downs had occurred in Ozaukee County. Hebein added that Chief Rice reported staffing for Fire/EMS is in a good position. He would still like to see some growth for staffing the Fire Engines when dispatch is needed. Hebein reviewed incidences that were assisted by the Village of Saukville and the compliments that were received from other municipalities. Hebein noted that the Village of Saukville is still waiting to obtain confirmation from Ozaukee County regarding the ARPA Funding. The Village of Saukville is waiting for the funds to be released before the Fire Department can hire another FT Firefighter/Paramedic. Finance Committee Dickmann reported on the meeting of October 17, 2022 and October 18, 2022. Approved Claims for August in the Amount of $364,635.94. Reviewed Investment Report. Village of Saukville – Vision-Mission-Strategic Priorities Hebein/Janus made a motion to approve the Village of Saukville – Vision-Mission-Strategic Priorities. Motion Carried. Village of Saukville – Board/Staff Code of Conduct Janus/Seitz made a motion to approve the Village of Saukville – Board/Staff Code of Conduct. Motion Carried. Intergovernmental Agency Agreement for Fire Department Administrative Oversight & Comprehensive Fire Inspection Support between Village of Saukville and Village of Grafton Hebein/Nowlen made a motion to approve the Intergovernmental Agency Agreement for Fire Department Administrative Oversight & Comprehensive Fire Inspection Support between Village of Saukville and Village of Grafton. Motion Carried Fifteenth – Amended Agreement for the Operation of the Mid-Moraine Municipal Court Nowlen/Hebein made a motion to approve the Fifteenth – Amended Agreement for the Operation of the Mid- Moraine Municipal Court. Motion Carried OTHER MATTERS: CDA Meeting scheduled for November 2, 2022 to review American Orthodontics submittal. Joint Review Board scheduled to meet on November 8, 2022 Plan Commission scheduled to meet on November 8, 2022 Finance and Village Board is scheduled on November 8, 2022 Port Washington will host a Public Hearing on the Sewer Service Area Amendment on November 1, 2022 with SEWRPC SEWRPC will attend the Village Board Meeting on November 8, 2022 Public Works has ordered the Street Sweeper. Wagner noted that a Reimbursement Resolution will be on a future agenda. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee No Report. Library Board Janus reported on meeting of October 11, 2022 Janus stated 2 part-time positions have been filled. Janus added Emily Laws is updating some Library procedures. Mid-Moraine Municipal Association No Report. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Seitz/Janus made a motion to adjourn. Motion carried at 7:30 p.m. Julie Friede Village Clerk
