***VILLAGE BOARD MINUTES*** November 8, 2022 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:00 p.m. Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, Richard Belling-present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, Andy Hebein-present, and Pete Janus (via Zoom). Others Present: Dawn Wagner, Joel Dietl - SEWRPC, and Katelyn Miner – SEWRPC (via Zoom), Chief Rob Meyer. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None APPROVE MINUTES OF OCTOBER 18, 2022 MEETING. Nowlen/Hebein made a motion to approve minutes of October 4, 2022. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT No Comments. REPORT FROM THE VILLAGE ADMINISTRATOR No Comments. ORDINANCES – RESOLUTIONS – PETITIONS Resolution #1361 - Port Washington and Saukville Sanitary Sewer Service Areas Amendment Dietl gave an overview of the Sewer Service Area Amendment process. Seitz/Nowlen made a motion to waive the reading of Resolution #1361 - Port Washington and Saukville Sanitary Sewer Service Areas Amendment. Hebein/Nowlen made a motion to approve Resolution #1361 - Port Washington and Saukville Sanitary Sewer Service Areas Amendment. Motion Carried. Resolution #1362 – Resolution Declaring Official Intent to Reimburse Expenditures form Proceeds of Borrowing Nowlen/Hebein made a motion to waive the reading of Resolution #1362 – Resolution Declaring Official Intent to Reimburse Expenditures form Proceeds of Borrowing. Nowlen/Hebein made a motion to approve Resolution #1362 – Resolution Declaring Official Intent to Reimburse Expenditures form Proceeds of Borrowing. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Fischer noted construction update given at Finance Committee meeting. Public Works/Cemetery Committee No Report. Public Safety Committee No Report. Finance Committee Dickmann reported on the meeting of November 8, 2022. Resolution #1362 – Resolution Declaring Official Intent to Reimburse Expenditures form Proceeds of Borrowing was recommended to the Village Board. Fischer provided WWTP update. OTHER MATTERS: FT – Firefighter/Paramedic has been hired (ARPA Funds). A Finance Committee meeting was scheduled for 11/15/22 to review and discuss the Village’s CIP and discuss potential 2023/2024 Capital Borrowing. Future Agenda Items: • License Agreement – The Crossroads Saukville LLC – Monument Sign (recommended by Plan Commission) • Ordinance Update – Right-of-Way Bond requirements. • Fire Protection and Emergency Medical Service Agreement – Town of Saukville • Fire Protection Service Agreement between Village of Saukville and Subcontracting Fire Departments. REPORTS OF SPECIAL COMMITTEES Plan Commission The updated Northern Gateway - Town Center/Plaza area was reviewed. Resolution #1360 Designating Proposed Boundaries and Approving a Project Plan for Tax Incremental District No. 6, Village of Saukville, Wisconsin was approved. Reviewed and recommend to Village Board that The Crossroads Saukville, LLC application to locate a subdivision monument sign in the public right-of-way (median of Emerald Boulevard at entry to subdivision), be approved with conditions. The following items were approved for Cadiville Bar & Grill: • Wall sign with soft LED backlighting. • Architectural Projection on north side of building. • New corrugated metal awning. Community Development Authority/Industrial Review Committee American Orthodontic (AO) facility was approved. Library Board No Report. Mid-Moraine Municipal Association No Report. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Fischer/Janus made a motion to adjourn.
