Village President Barb Dickmann called the meeting to order at 7:00 p.m.
Julie Friede gave the Statement of Public Notice.
Members: Barb Dickmann-present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present,
Andy Hebein-present, and Pete Janus-present.
Member Absent: Richard Belling (sent comments)
Others Present: Dawn Wagner, Julie Friede, Chief Rob Meyer, Claude Lois-Kapur, Lisa Trebatoski – Ehlers, Tony
Matera – Ansay & Associates, Ray Hartmann (via Zoom), Dale Kropidlowski (via Zoom) and Ian McCain – Ansay

APPROVE MINUTES OF November 28, 2022 MEETING.
Belling/Fischer made a motion to approve minutes of November 8, 2022. Motion Carried.

ORDINANCES – RESOLUTIONS – PETITIONS
Resolution #1368 - 2023 Water Utility Budget
Seitz asked if salary changes were included in the 2023 Water Utility Budget.
Wagner confirmed salary changes were included in the 2023 Water Utility Budget.
Fischer/Nowlen made a motion to approve Resolution 1368 - 2023 Water Utility Budget. Motion Carried.
Resolution #1369 - 2023 Wastewater Utility Budget
Seitz asked if salary changes were included in the 2023 Wastewater Utility Budget.
Wagner confirmed salary changes were included in the 2023 Wastewater Utility Budget.
Seitz/Fischer made a motion to approve Resolution 1369 - 2023 Wastewater Utility Budget. Motion Carried.
Resolution #1371 – Resolution Creating Tax Incremental District No. 6, Approving its Project Plan and
Establishing its Boundaries
Trebatoski reviewed the Creation of Tax Incremental District No. 6. (presentation attached).
Wagner stated this Resolution #1371 was updated with the interest rate of 6.6% which was approved at the
November 28th Village Board Meeting.
Lois stated it has been a pleasure working with the Village of Saukville on this project.
Fischer/Seitz made a motion to waive the reading of Resolution #1371 Resolution Creating Tax Incremental
District No. 6, Approving its Project Plan and Establishing its Boundaries. Motion Carried.

Resolution #1372 - Resolution Providing for the Sale of Approximately $1,730,000 General Obligation
Promissory Notes, Series 2023A
Nowlen/Janus made a motion to waive the reading of Resolution #1372 - Resolution Providing for the Sale of
Approximately $1,730,000 General Obligation Promissory Notes, Series 2023A. Motion Carried.
Nowlen/Hebein made a motion to approve Resolution #1372 - Resolution Providing for the Sale of
Approximately $1,730,000 General Obligation Promissory Notes, Series 2023A. Motion Carried.
REPORTS OF VILLAGE BOARD COMMITTEES
Utility Committee
Fischer reported on the meeting of December 6, 2022.
New truck was purchased.
New water meters came in during September, still waiting on some parts before they can be installed.
New fire hydrants have been delivered.
Prep work for the lateral repair project on W. Stoney Ridge Way, W. Fransee Lane and N. Dries Street has been
started.
Wastewater Treatment project is running approximately 1 month behind schedule due to supply chain issues.
The Well #6 Landscape Project to address the drainage issue was completed.
Public Works/Cemetery Committee
Wagner stated she and Dan Helm recently met with a resident who is interested in developing a
Community Garden. Possible locations were discussed and the proposed project will come to Public Works
Committee sometime in 2023.
Public Safety Committee
No Report.
Finance Committee
Dickmann reported on the meeting of December 6, 2022.
November Claims have been approved.
Ehlers reviewed the Financial Management Planning – Pre-Sale Report, for the Sale of Approximately
$1,730,000 General Obligation Promissory Notes.
2023 Property/Liability/Worker’s Compensation Insurance
Hebein/Nowlen made a motion to approve the 2023 Property/Liability/Worker’s Compensation Insurance.
Motion Carried.
Lease Agreement – Saukville Chamber of Commerce
Seitz/Nowlen made a motion to approve the Lease Agreement – Saukville Chamber of Commerce. Motion
Carried.
Hebein provided a Fire/EMS update.
REPORTS OF SPECIAL COMMITTEES
Plan Commission
Approval of the Minutes of the November 8, 2022 Meeting.
Installation of Dumpster Enclosure, 661 E. Green Bay Ave., requested by Major Dental, Contractor – Design
Build Group, Inc. was approved.
Saukville Community Food Pantry Inc., requesting that it be allowed to use the property at 100 E. Green Bay
Avenue for operation of a food pantry pursuant to § 205-21.E of the Village Zoning Ordinance was approved
with the installation of an ADA restroom in the garage area.
Wagner reported that the Neumann Development, The Crossroads, is progressing as planned.
Community Development Authority/Industrial Review Committee
No Report.
Library Board
Next Meeting scheduled December 13, 2023.
Mid-Moraine Municipal Association
No Report.
