***VILLAGE BOARD MINUTES*** January 17, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:00 p.m. Julie Friede gave the Statement of Public Notice. Members: Barb Dickmann-present, Scott Fischer-present, Trevor Seitz-via Zoom, Andy Hebein-present, and Pete Janus-present. Member Absent: Richard Belling, Jim Nowlen Others Present: Dawn Wagner, Julie Friede, Chief Rob Meyer, Greg Johnson - Ehlers PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None APPROVE MINUTES OF December 6, 2022 MEETING. Hebein/Janus made a motion to approve minutes of January 3, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Resolution #1374 – Resolution Authorizing the Issuance and Sale of $1,730,000 General Obligation Promissory Notes, Series 2023A Johnson reviewed the General Obligation Promissory Notes, Series 2023A. (Presentation Attached) Johnson stated the amount of the Note changed from $1,730,000 to $1,705,000, borrowing $25,000 less than planned. Hebein/Janus made a motion to waive the reading of Resolution #1374 – Resolution Authorizing the Issuance and Sale of $1,705,000 General Obligation Promissory Notes, Series 2023A. Motion Carried. Hebein/Janus made a motion to approve Resolution #1374 – Resolution Authorizing the Issuance and Sale of $1,705,000 General Obligation Promissory Notes, Series 2023A. Motion Carried. Wagner noted that Belling sent a text stating he was in favor of all actions listed on the Agenda. Resolution #1375 – Approving the Designation of a Portion of the Village’s Undesignated General Fund Balance Janus/Seitz made a motion to waive the reading of Resolution #1375 – Approving the Designation of a Portion of the Village’s Undesignated General Fund Balance. Motion Carried. Janus/Fischer made a motion to approve Resolution #1375 – Approving the Designation of a Portion of the Village’s Undesignated General Fund Balance. Dickmann Abstained. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Next scheduled construction walk through on February 10, 2023 and March 14, 2023. Public Works/Cemetery Committee No Report. Next Scheduled Meeting February 21, 2023. Public Safety Committee No Report. Next Scheduled Meeting February 21, 2023. Finance Committee Dickmann reported on the meeting of January 17, 2023. Side Letter of Agreement Between Village of Saukville and Saukville Professional Police Association, Local 317, (LAW) - Lateral Transfers Seitz/Hebein made a motion to approve Side Letter of Agreement Between Village of Saukville and Saukville Professional Police Association, Local 317, (LAW) - Lateral Transfers. Motion Carried. Firehouse Subs Public Safety Foundation Grant Hebein/Janus made a motion to approve Firehouse Subs Public Safety Foundation Grant. Motion Carried. Other Matters The Meetings scheduled for Tuesday, February 7, 2023 will be moved to Monday, February 6, 2023. CDA Meeting will be held in the near future.
