***VILLAGE BOARD MINUTES*** February 6, 2023 SAUKVILLE POLICE DEPARTMENT and VIA ZOOM 649 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 6:30 p.m. Julie Friede gave the Statement of Public Notice. Members: Barb Dickmann-via Zoom, Scott Fischer-present, Trevor Seitz-via Zoom, Andy Hebein-present, Richard Belling, Jim Nowlen and Pete Janus-present. Others Present: Dawn Wagner, Julie Friede, Jessica Donohue, Dan Helm, Tom Meaux - Ansay, Ian McCain- Ansay Sean Sullivan – Ruekert and Mielke and Claude Lois – Kapur - via-Zoom. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None APPROVE MINUTES OF January 17, 2023 MEETING. Fischer/Janus made a motion to approve minutes of January 17, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS – PETITIONS Resolution #1376 - 2022 Carryover Funds and Non-Lapsing Reserve Funds Nowlen/Hebein made a motion to approve Resolution #1376 - 2022 Carryover Funds and Non-Lapsing Reserve Funds. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee Construction walk through scheduled for Friday, February 10, 2023 Public Works/Cemetery Committee Next Scheduled Meeting - February 21, 2023 @ 5:30 p.m. Public Safety Committee Next Scheduled Meeting - February 21, 2023 @ 6:00 p.m. Finance Committee Dickmann reported on the meeting of February 6, 2023. Approve Claims for January 2023 in the Amount of $3,814,565.56. Reviewed Investment Report 2023 Engineering Services Agreement Belling/Fischer made a motion to approve the 2023 Engineering Services Agreement. Motion Carried. Kapur – Amendment No. 3 to Consultant Agreement Nowlen/Belling made a motion to approve the Kapur – Amendment No. 3 to Consultant Agreement. Motion Carried. Consent to Collateral Assignment of Development Agreement (Northern Gateway) Meaux spoke on behalf of Ansay Development to ask the Village Board to reconsider Tabling the Consent to Collateral Assignment of Development Agreement. McCain spoke on behalf of Ansay Development and asked for a motion of approval of the Agreement contingent upon further review of the Village Attorney. Meaux asked stated Ansay Development would like to close on the bank loan prior to February 21, 2023. Contractor payments have been deferred based on the closing of the loan. Meaux asked if the Village Board would consider a conditional approval based on the Attorney’s agreement of the language for the Consent to Collateral Assignment of Development Agreement. Lois stated that the Agreement was discussed at the Finance Meeting, there are several board members that were uncomfortable approving the unfinished document subject to the Attorneys approval. Wagner asked the Village Board to have a Special Meeting scheduled for Monday, February 13, 2023 @ 4:30 pm to give Ansay more time to provide a final document. Nowlen/Hebein made a motion to Table the Consent to Collateral Assignment of Development Agreement (Northern Gateway) as presented until Monday, February 13, 2023 @ 4:30 p.m. Motion Carried. Park Rental Fees Nowlen/Hebein made a motion to approve the Park Rental Fees. Motion Carried. Community Information Sign Final information was presented on the Community Information Sign and the Village will be moving forward with the project. Other Matters Public Work Meeting scheduled for February 21, 2023 @ 5:30 p.m. Public Safety Meeting scheduled for February 21, 2023 @6:00 p.m. Wagner stated that the mandatory Work Place Harassment Awareness and Prevention training provided by EMC Insurance was completed by the Village Employees. Wagner noted the next Mid-Moraine Dinner will be hosted by the Village of Saukville on Wednesday, March 22, 2023 at 6:00 p.m. @ Saukville Legion Hall. REPORTS OF SPECIAL COMMITTEES Plan Commission Approved Minutes of December 6, 2022. Approved Certificate of Compliance – Planning & Zoning for MJ’s Bar & Grill @ 100 S. Main St. Approved the Sign Application for MJ’s Bar & Grill - refacing the current sign. Approved the Village Community Information Sign located at Village Hall. Community Development Authority/Industrial Review Committee No Report. Next Scheduled Meeting -Tuesday, February 21, 2023 @ 5:00 p.m. Library Board No Report. Next Scheduled Meeting – Tuesday, February 14, 2023 @ 6:00 p.m. Mid-Moraine Municipal Association No Report. Next Scheduled Meeting – Wednesday, February 8, 2023. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS Approve Application for New “Class B” Combination License – MJ’s Bar and Grill Fischer/Nowlen made a motion to approve Application for New “Class B” Combination License – MJ’s Bar and Grill.
