***VILLAGE BOARD MINUTES*** September 19, 2023 SAUKVILLE MUNICIPAL CENTER and VIA ZOOM 639 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 7:00 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, William Rudolph-via Zoom, Jim Nowlen-present, Pamela Duckart-present and Jesse Duckart-present. Others Present: Dawn Wagner, Julie Friede, Sean Sullivan – Ruekert & Mielke, Dan Helm, Emily Laws, Rick Dieringer, Jeff Sebeny, Dan Brown, Jeff Arthur, Linda Arthur and Mark Albers. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF AUGUST 8, 2023 MEETING. Seitz/Nowlen made a motion to approve minutes of September 5, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Hebein thanked everyone for their efforts and support with the Saukville Car Show – Sponsored by The Friends of the Saukville Fire Department. REPORT FROM THE VILLAGE ADMINISTRATOR None. Public Hearing – Special Assessment for Public Improvements – Stoney Ridge Way Project Hebein open the Public Hearing at 7:02 p.m. for public comments. Sullivan explain the Stoney Ridge Way Project. The project included: replacement of parts of the storm sewer system, inlets, manholes, faulty curb and gutter, sidewalk and driveway approaches. Sullivan noted that if the completed work is not up to Village standards and it will be corrected. Seitz added the Public Works Department would be completing the restoration work. Rick Dieringer (109 W. Stoney Ridge Way) questioned when the tree in front of his house will be replaced. Helm stated Spring 2024. Sullivan explained the special assessments. He noted that homeowners will not be charged for tree/root damage to sidewalks. Dieringer inquired about the cost estimate and how the amounts were determined. Sullivan explained that the project was bid, as required by State law. He noted that the numbers they received were preliminary cost estimates and explained that homeowners would not be charged over the preliminary assessment amount. When the project is completed Ruekert & Mielke and the Public Works Superintendent will measure the improvements to determine the final assessment for each homeowner. Sullivan stated he would meet with any of the homeowners to review the final assessments, if necessary. Sullivan continued to explain, the homeowner is only charged for bid unit costs. Linda Arthur (106 W. Stoney Ridge Way) inquired about charges for the street curbing. Sullivan explained the street curbing is part of the Village Assessment Policy. Jeffery Sebeny (110 W. Stoney Ridge Way) questioned the elevation between his yard and the sidewalk. He requested for the area to be leveled. Sullivan stated he would review the area with Helm to have it corrected. Dan Brown (112 W. Stoney Ridge Way) inquired about the new sidewalk and the poor workmanship. Brown also inquired about a large tree owned by the Village, roots have been removed and feels it could fall over on his property. Sullivan stated that the Village is aware of the sidewalk and has already requested for it to be replaced. Sullivan add that he would look at the tree with Helm to determine if the tree should be removed. Mark Albers (114 W. Stoney Ridge Way) started he had concerns regarding the sidewalk that was replaced at his property. Where the old and the new sidewalk come together, the old section seems to be hollow underneath and he would like someone to take a look at it to avoid future issues. Albers also noted that his approach was fully replaced, but the preliminary assessment only included half of the approach being replaced. Sullivan stated he would look into why the full approach was replaced. Sullivan included that Alber’s would not be charged more than the preliminary assessment. Brown added one of the sidewalk slabs by his property has pine board underneath the concrete. Sullivan will review all concerns and have them addressed. CLOSED PUBLIC HEARING at 7:19 p.m. ORDINANCES – RESOLUTIONS –PETITIONS Resolution #1388 – Final Resolution Authorizing Public Improvement and Levying Special Assessments Against Benefitted Properties. Nowlen/P. Duckart made a motion to waived the reading of Resolution #1388 – Final Resolution Authorizing Public Improvement and Levying Special Assessments Against Benefitted Properties. Motion Carried. Seitz/Fischer made a motion to approve Resolution #1388 – Final Resolution Authorizing Public Improvement and Levying Special Assessments Against Benefitted Properties. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Public Works/Cemetery Committee Seitz reported on Meeting of September 11, 2023. Public Safety Committee No Report. Finance Committee No Report. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Community Development Authority/Industrial Review Committee Hebein reported on Meeting of September 19, 2023. Library Board P. Duckart reported on Meeting of September 12, 2023 P. Duckart stated Kris Becker had resigned from the Library Board and Hannah Hand, a Village of Saukville Resident, is interested in joining the Library Board. Laws spoke on behave of Hannah Hahn, stating she has lived in the Village since 2016 and makes regular visits to the Oscar Grady Library. Laws added she would provide an underrepresented perspective on the Library Board. Hebein/P. Duckart made a motion to appoint Hannah Hand to the Library Board. Motion Carried. Mid-Moraine Municipal Association Rudolph Report on Meeting of September 13, 2023 LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED 2024 Budget Tour scheduled for Monday, September 25, 2023 at 7:30 a.m. Next Finance/Village Board Meeting is scheduled for Tuesday, October 10, 2023 Tuesday, October 10, 2023 - Architectural Review Board, Plan Commission and Public Safety Meetings 2024 Budget Workshop #1 is scheduled for Monday, October 16, 2023 at 6:00 p.m. 2024 Budget Workshop #2 is scheduled for Monday, October 23, 2023 at 6:00 p.m. Bids for Garbage/Recycling are due on October 11, 2023. Tuesday, October 17, 2023 - Community Development Authority, Public Works, Finance and Village Board Wagner added, on Thursday, September 21, 2023 she will be presenting at the American Planning Association Conference in Milwaukee for the Northern Gateway Community Collective. Ansay Developement, Mel’s Charities and Rinka will also be presenting regarding the design and layout of the project. ADJOURNMENT Seitz/Nowlen made a motion to adjourn.
