GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 7:00 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, William Rudolph-present, Jim Nowlen-present, Pamela Duckart-present and Jesse Duckart-present. Others Present: Dawn Wagner, Julie Friede, Chief Rob Meyer, Dan Helm, Pete Hurth – Stantec, Finn Askin – Ozaukee Press, Brandon Ashley - Resident and Sara Cone - Resident. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF SEPTEMBER 19, 2023 MEETING. Rudolph/Fischer made a motion to approve minutes of September 19, 2023. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS –PETITIONS Resolution #1389 – Intention to Move Forward with a Funding Referendum for the Creation of a Consolidated Fire/EMS Department Seitz/Nowlen made a motion to waive the reading of Resolution #1389 – Intention to Move Forward with a Funding Referendum for the Creation of a Consolidated Fire/EMS Department. Motion Carried. Seitz/J. Duckart made a motion to approve Resolution #1389 – Intention to Move Forward with a Funding Referendum for the Creation of a Consolidated Fire/EMS Department. The services to be funded by ARPA Funds and General Fund Balance. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Public Works/Cemetery Committee No Report. Public Safety Committee Nowlen reported on the Meeting of October 10, 2023. Finance Committee Hebein reported on the Meeting of October 10, 2023. Approved Claims for September 2023 in the Amount of $622,798.08. Reviewed the Investment Report for September 2023. REPORTS OF SPECIAL COMMITTEES Plan Commission Hebein report on Meeting of October 10, 2023 Approval of the Certificate of Compliance – Change of Use for Tobacco Outlet & Vape Outlet Plus at 138 South Foster Drive. Review and Possible Action Regarding the Final Plat for Northern Gateway Subdivision submitted by Northern Gateway Partners, LLC. Wagner stated Plan Commission recommended the approval of the Final Plat for Northern Gateway Subdivision submitted by Northern Gateway Partners, LLC contingent upon the items listed in the R&M Review Letter dated October 5, 2023 are addressed and the Final Plat is compliant with all State requirements. Wagner included it is staff recommendation, as well as Plan Commissions recommendation, to approve the Final Plat with the contingencies. Nowlen/Rudolph made a motion to approve the Final Plat for Northern Gateway Subdivision submitted by Northern Gateway Partners, LLC contingent upon the items listed in the R&M Review Letter dated October 5, 2023 are addressed and the Final Plat is compliant with all State requirements. Motion Carried. Community Development Authority/Industrial Review Committee No Report Library Board Meeting was held on October 10, 2023. Mid-Moraine Municipal Association Rudolph reported on Meeting of September 24, 2023. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None.
