***VILLAGE BOARD MINUTES*** October 17, 2023 SAUKVILLE MUNICIPAL CENTER and VIA ZOOM 639 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 5:30 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, William Rudolph-present, Jim Nowlen-present, Pamela Duckart-present and Jesse Duckart-present. Others Present: Dawn Wagner, Julie Friede, Dan Helm, and TK (via Zoom) PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner thanked everyone for the great discussion during the Budget Workshop #1 held on October 16, 2023. ORDINANCES – RESOLUTIONS –PETITIONS REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Public Works/Cemetery Committee Seitz reported on Meeting of October 17, 2023. Residential Garbage and Recycling Collection Services Proposal Seitz stated 3 companies had submitted bids to the Village of Saukville. After review of the bids, the Public Works Committee decided Waste Management had the best proposal. Waste Management offered unlimited free dumpsters for Spring and Fall Clean-up. Nowlen/P. Duckart made a motion to approve Waste Management for the Residential Garbage and Recycling Collection Services (5-Year Contract). Motion Carried. Public Safety Committee No Report. Finance Committee Hebein reported on Meeting of October 16, 2023 Village of Saukville – Vision Mission-Strategic Priorities Seitz/Rudolph made a motion to approve the updated draft of the Village of Saukville – Vision – Mission - Strategic Priorities. Motion Carried. Village of Saukville – Board/Staff Code of Conduct Nowlen/J. Duckart made a motion to approve the Village of Saukville – Board/Staff Code of Conduct. Motion Carried. REPORTS OF SPECIAL COMMITTEES Plan Commission No Report. Wagner stated that the Sports Complex, located in the Northern Gateway Development, will be on the November 7, 2023 Plan Commission agenda. Community Development Authority/Industrial Review Committee No Report. Library Board No Report. Mid-Moraine Municipal Association No Report. OPERATOR LICENSES APPROVALS Approve Application for New Cigarette License – Tobacco Outlet & Vape Outlet Plus Rudolph/Nowlen made a motion to approve application for New Cigarette License – Tobacco Outlet & Vape Outlet Plus. Fischer and Seitz voted Nay. Motion Carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Seitz/Nowlen made a motion to adjourn.
