MINUTES OF THE: REGULARLY SCHEDULED 3IEETING OF THE SCHEXECTADY CITY COUNCIL April 14,2014 'The City Council Meeting was called to order by the City Council President Margaret King at 7:07 p.m. in Room 203, City Council Chambers at City Waif. Ms. King called on Rev. Arthur Butter of Schenectady who then provided the invocation. Ms. King called on Phil Ruggiero to lead the Pledge oEAllegiance. The City Clerk called the roll and the following members of the City Council answered to be present: Present -- Council members Carl Erikson, Margaret King, John Mootooveren, Leesa Perazzo, Marion Porterfield, and Vincent Riggi Absent - Ed Koslur Also Present -City Clerk Charles Thome, Corporation Counsel fohn Potster and Mayor Gary McCadhy, At this point, Ms. King asked if there were no objections, she would like to take agenda item number 13, 14 & 15 out of order. There were no objections. Resolution No. 2014 - 77 - A Resolution Recognizing April 2sthas Arbor Day, Representatives kom ReTree Schenectady and the Mont Pleasant neighborhood extended their gratitude for the recognition by the Mayor and the City Council. The resolution was moved by Mr. Riggi and seconded by Ms. Porterfield. T'he resolution passed unanimously. Resolution No. 2014 - 78 - A Resolution Honoring Phil Ruggiero of Nico's Pizzeria. In Representatives kom Schenectady County Municipal Housing and the County youth program congratulated Mr. Ruggiero on the receipt of the resolution and noted his commitment and service to both of their organizations. Mr. Ruggiero extended his gratitude for the recognition and thanked the Mayor, City Council and representatives on hand for the acknowledment. The resolution was rnoved by Ms. Perazzo and seconded by Mr. Mootooveren. The resolution passed unanimously. We added labor has used contract Law to go around Civil Ri&ts Law in the past, He hopes the board will be able to act autonomous. He closed by noting board members should not need human resource experience to be nominated. Jennifer Gamin, Schenectady - Noted the importance of the board and that it adds value to the community. She added the board is a great oppot-tunity regasding jobs. She noted there are pro's and con's and there are no garantees related to the boards success, She noted she is a resident of Schenectady for the last six years and she has two masters' degrees with a backgound in healthcare. She noted she had difficulty securing employment when she first moved back to town even with her education and professional backgound. She closed by noting she bas high hopes for the board. Raymond Il-lurrell, Schenectady - Noted the Afimatirre Action Board can review the hiring and promotion policies of the City, He noted Lots of low income fmtlies are in the mlnoity and they need advocates. He noted the President advocates for a level playing field for minority goups and women. He noted he is Eom Indiana and has k e n a resident of Schenectady for five years. Me added he has a master's degee and MBA. He noted his support of the board, Rev, Philip Crigsby, Scheneelady - Noted his support of the Affirmative Action Board. He noted he previously asked to be on the Superintendent" Board. He hopes the Affirmative Action Board will focus on policy and be data driven while reviewing policies that are in need of change. Ellie Pepper, Schenectady - Noted her support of the Affirmative Action Board. She noted her surprise that more residents were not interested in participating on the board. She noted her experience with Better Neighborhood Inc. and the challenges faced during her six years with the organization. She noted the organization would assist minority owned small businesses with proposals for contract work for the City. She noted a lot of time and effort was spent assisting these businesses. He noted the contract is being akva-rded to three different vendors and he appreciates the work of the Engineering ent related to this effort. He noted multiple bids were received t h r o u b the online bid process and the department review identitied 4-5 vendors who met all the qualifications. &IreRig@ - Noted he believes Mohawk Ambulance has provided a good senrice to the City and he is happy to renew the contract this Council cycle. PRIVILEGE OF THE: FLOOR (LEGISLATIVE ITEitIS) Ms, King invited all who wished to address the Legislative Agenda to come fonvard: Flora Ramonowski, Schenectady - Attempted to discuss the lateral progarn which was not on the agenda and thus ended her comments, Jason Planck, Schenectady - Spoke on the Community De~elopmentBlock Grant (CDBC) expressing concerns about how the h d i n g will be distributed. Regarding the Affimative Action Officer he expressed concerns about an increase noted in the CDBG proposal and that the increase is not needed, He noted in L3 months the City's five-year plan will be up for development and the City will need to hold public hearings. The t'otlorving speakers rose to be heard and their remarks are summarized: Flora Rarrrono%t"ski, Schenectady - Koted her excitement about the new business Quirky coming to town, She reporled contacting her family members who are inventors and have pending patents. She encouraged residents to explore Quirky further. She reported being an amateur artist and she is very excited about the exterior of the new Mexican Radio which has iron work and is very eolorfirl. She then congratulated Union College's Hockey team and Coach Bennett on the recent National Championship. She noted the City can be proud of the team work and sportsmanship displayed by the hockey team and she looks fonvard to the City celebration in their honor. She closed by noting the Passover and Easter I-foliday is qproaching. Jason Planck, Schenectady - Noted in two weeks the board of assessment will start up. He asked all homeowners who can grieve their assessments to do so, He noted in the last 2-3 years the Council's Claim Committee has been approving reductions. He would like to see residents force the City to conduct a full reassessment. He noted most cities are suppose to reassess every yea. He noted April is fair housing month and the gazette did a recent article featuring Schenectady as H 6 in the State refated to affordable housing. He noted persons on disability and with low income camot alfford the hi& cost of rents in the City. He would like to see the City address affordable housing issues. Rev. David Heise, Schenectady - Noted he is with the United Methodist Church and is in attendance with Rev. Robeds llitth the Faith Delive-rmce Church and Rev, Adams with the New Bethal Church of God. He noted tonight they are in aMendance on behalf of rnany in the religious community. He noted their hearts are burdened with concerns for local families, neighborhoods and the educational system. He noted a call to action for Gfistians to come together on May 3 from 5:00 p.m. --- 7:00p.m.at the Mont Pleasant Middle School auditorium for a community discussion regarding the above. Rev. Adams noted unity is important to work through crises. Tony Buonome, Schenectady - Noted on Broadway near the construction of the new YMCA there is a section of road that has tar on it and it is uneven. Joy Watl, Schenectady - Noted cars are passing on the left hand side of Erie BIvd and this needs to stop due to safety issues. She noted there are a lot of potholes on tower Liberty Street. She noted the water break was fixed but the potholes are still lm issue on Lark Street. Bonite Cade, Schenectady - Noted she tvould like to see additional safety measures for pedestrians and vehicles at the corner of Albmy Street and Brandyine Avenue. She highlighted a verse in the bible. She then noted how painful it has been for her after the death of her son who was struck by a ear at that intersection and later died. Sharron-Linn Schmidt, Schenectady - Noted she is the President of the Mont Pleasant Nei&borhood Association. She noted the owner of Ray's Barber shop passed away and his death is a loss to the community. She noted the Human Ri&ts Commission is looking for nominees for the up and coming awards breakfast. She noted Moh ed Hafez service to the neighborhood association as President. She noted meetings with local church leaders related to the upcoming ""6rosswalk". She noted local clergy are interested in creating positive events for youth to participate in and .for volunteers to step forward to help create and host these events. She then commended Mayor iMcCarthy on the recent Strengthening Our Cities summit and its success. She noted the panel of Mayor's, which wrapped up the summit, had a similar theme which is to focus on the strengh" within our communities. &far?:McClaine, Sehenectady - "According to the press reports. some Council members are bothered by graffiti in the City while the litter problem is now an epidemic. 1 suggest all of you go and take a look on Green Street behind the Morrett's Restaurant. The Mayor negotiated a contract with the sanitation worker's that allows them to go home after their tour is finished even if it means they possibly work six hours and get paid for eight. I fail to understand how such an arrangement is a plus for the City. Did it ever occur to anyone, to give them a rake to clean up the rest of the trash that covers the sidewalks after they finish lifting garbage cans? I was always taught to give an employer eight hours of work for eight hours of pay. As if that isn't bad enough, the Mayor rationalizes their work pattern. If a car parked on the City street belonged to the driver's mother, would he run into it. Perazzo - Congahzlated the Mayor on the Strengthening Cities conference and the collaboration with regional municipalities, She noted the conference was a great opportunity for the City to hi&li&t all the economic development activity taking place. She also congratulated the Code Enforcement office, under the leadership of Eric Shilling, which has made significant strides, Some of which include assisting landlords with full compliance and improving the quality of life f"or City residents, she added, She then congratulated the Law Department, specifically Carl Falotico on his efforts related to code eni'orcement. She noted the Mayor recently announced, ""I Starts with Me", kvhich is a recycling campais, She added it only takes two plastic bins to start recycling in the City, She then offered to drop off recycling stickers to any City resident if asked. She noted the 91 1 - Al is a ivonderful service for the community, She noted it provides dispatchers and related personal with critical infomation to assist with response. She noted the program requires area residents to register and it can also notify a next of kin in the instance of an emergency. She noted her ongoing organizational work with the "Give Graffiti the Brush" earnpaign which is supported by the fkll Council. She noted she is looking for volunteers and pizza sponsors to help make the upcoming events a positive experience, e &Is. Porterfield --- Congatulated Union College on the national championship. She then congahilated the Mayor and organizers on the recent Strengthening Communities Conference. She noted the event was well organized and infornative and she received similar positive responses from attendees who she spoke with. She extended her congratulations to Proctors on the recent Gospel Jubilee event. She noted the event was well attended and included local and national talent. She noted there is a local initiative related to organizing a ""Boys Day Out" and the Schenectady City School district is involved in the effort. She encouraged residents interested in helping to organize the event and/or to volunteer to contact the seboof district. Regarding the parking kiosk, he noted the installation has been held up by winter weather and with the shift in seasons expects the installation to occur in the short-tern. He thanked everyone for participating in the Strenglhening Our Cities summit. He noted the eveilt was a peat oppof-tunity to explore collaboration with our neighboring Cities and to bring in national representatives related to the discussed initiatives.
