§ 6-7. Affirmative Action Advisory Board.
A. An Affirmative Action Advisory Board shall be appointed by the Chief Executive Officer
with the concurring vote of a majority of the members of the City Council. This Board shall
comcern itself iith all aspects of equal opportunity in hiring, employment, promotion,
complaints, purchasing and contracting.
B. The Affirmative Action Advisory Board shall review and approve the citys affirmative
action goals based on compliance with federal, state and local laws. The Board shall conduct
an annual evaluation of each affirmative action goal and shall monitor the citys performance
in meeting program goals and recommend changes as needed to the Chief Executive Officer.
C. The Affirmative Action Advisory Board is also empowered to conduct citywide public hearing
on affirmative action issues of interest to the public.
D, The Board shall be composed of nine members who are representative of the community two
members representing womens interests, one member representing hispanic interest, two
members representing minority interests, one member representing the disabled interest and
three additional members who are sensitive to the problems of intergroup relations and
represent various segments of the city. Appointments shall be to threeyear terms on
staggered bases.

On March 2014 sealed bids were opened for Fertilizer. Pesticides for the Schenectady Municipal Golf
Course”. There were five (5) ‘vendors who returned the specifications.
EvaluationlAnalysis:
The Department of Engineering solicited and received bids for “Fertilizer, Pesticides for the Schenectady Municipal
Golf Course 2014 Season”.
All five bids were reviewed to determine the most cost effective and green friendly choices that met bid
specifications. Along with the attached sheets you’ll find a letter from Mike Scesny from Northeast Turf Inc. in
regards to the City’s “Fertilizer & Pesticide Management Program” which is based on the Audubon
International guidelines.
Recommendation:
I respectfully recommend the City award the items listed to three (3) of the vendors based on unit prices and the
required product as follows:
• John Deere Landscapes. of Cleveland, OH be awarded items 1. 2. 3. 4, 5 11, 12, 14, 17 19. 23, 25, 28,
31. 32, 33. 34. 35. 37. 39 and 40. The total amount for the items bid is S26.i2’ 80.
• Harreli’s LI C, of Lakeland, FL be awarded items 10. 13, 21. 22. 26, 27, and 29. The total amount for
the items bid is S14 47480

Our fertilizer and pesticide management program for the golf course Is tailored to promote a healthy
vigorous turrgrass and a stable environment for the golf course. We use sound cultural practices and
Integrated pest management techniques to maintain a healthy turigrass. We also practice and follow
the guidelines instituted by Audubon International.
The fertilizer and pesticide bid utilizes products to enhance the turf quaiity and to ensure favorable
playing conditions while not altering the environment WWre using pesticides with low toxicity caution
labels, organic and synthetic siow release fertilizers, plant growth regulators, wetting agents and
biostimulants. We have also been on an overseeding program using seed varieties that are more disease
resistant, Insect resistant and drought tolerant

described as follows:
Beginning at a point on the northeasterly line of Locust Avenue at its intersection with the
