City of Schenectady Andrew Koldin Monday, December 05, 2022 CITY OF SCHENECTADY LEGISLATIVE REQUEST FORM COMMITTEE ASSIGNMENT: City Development and Planning DATE: 12/1/2022 TO: City Council President Marion Porterfield FROM: Ray Gillen SUBJECT: Application for RESTORE NY Round 7 Grant Background Information: Round 7 of Restore NY funding has been released through Empire State Development (NYS ESD). Schenectady can apply for up to $3 million in funding from this program designed to help revitalize urban centers/downtowns in New York State. The 6th round of funding is currently under review by NYS ESD and we expect that awards will be announced before the end of the year. With the assistance of the Mayor and City Council, we submitted an application in Round 6 for funding to renovate the Wedgeway and Kresge Buildings at the corner of State Street and Erie Boulevard. For Round 7, we would like to submit the Mohawk Honda building at 756 State Street. The 30,000 SF building sits on a 2.31-acre lot bordered by both State Street and Albany Street. The County has put an option on this site with the goal of recruiting a grocery store. Restore NY funding could be used to help defray costs associated with demolishing the existing building at the site and construction of a new building. Metroplex will work closely with the City to prepare an application which is due on January 27, 2023. The Restore NY application process requires the City Council to hold a public hearing and pass a municipal resolution supporting the application prior to submission of the grant application. Given the need to complete the public hearing and approval process prior to the January 27 submittal date, we propose the following schedule for your review:  December 5 – Committee Meeting Action: Call for Public Hearing  December 12 – City Council Meeting Action: Vote on Call for Public Hearing  December 19 – Committee Meeting Action: Reminder of Public Hearing to be held on December 27  December 20, December 21, and December 22 – Public Hearing Notice published in Daily Gazette as required by NYS ESD 2  December 27 – City Council Meeting Action: Hold Public Hearing  January 3, 2023 – Committee Meeting Action: Review Public Hearing comments and Review proposed resolution supporting Restore NY application  January 9, 2023 – City Council Meeting Action: Vote on resolution of support to be included in the grant application  January 27, 2023 – Submit application to Empire State Development To meet this schedule, we respectfully ask that a resolution calling for a public hearing be included on the agenda for your committee meeting on December 12 so we can begin the process.
