OPENING 1.1.1 Call to Order Council President Porter called the meeting to order at 6:04p.m. 1.1.2 Roll Call Present: Mayor Eugene Grant (Absent), Councilmember Monica Higgs, Councilmember Hope Love, Councilmember Shireka McCarthy, Councilmember Kelly Porter, Councilmember Gerald Raynor, Sr., Councilmember Kizzie Scott, Councilmember Gloria Sistrunk Staff: Dashaun N. Lanham, City Clerk, and Jeannelle B. Wallace, Interim City Manager 1.1.3 Invocation and Pledge of Allegiance: The invocation was given by Councilmember Higgs. 1.1.4. Approval of Agenda It was motioned by Councilmember Sistrunk and seconded by Councilmember Love to approve the agenda. The motion carried and was unanimously approved by the City Council. 2. PRESENTATIONS: 2.1. None 3. REPORTS: 3.1. Mayor’s Report  Mayor Grant did not attend the Regular Work Session on Monday, February 1, 2021 and no report was submitted. 3.2 Chief Operating Officer Report  Mrs. Wallace stated that she has a verbal report and a reminder of the Charettes for tomorrow, Tuesday, February 2, 2021 at 7:00pm on the two Page 1 of 4 DocuSign Envelope ID: 4AE28341-9A25-4F35-ABC8-E4E81B023B35 strip malls by the CVS and Got Rice for development. We are looking for some feedback from the residents on the charrettes.  Mrs. Wallace stated that the Council will receive the annual report in the next few weeks.  Mrs. Wallace stated that we met with the Economic Development Council to revise the guidebook to the development of single-family homes in the city.  Mrs. Wallace stated we have a meeting coming up on the February 10, 2021 with SPICE regarding the funding.  Mrs. Wallace stated that we met with Powers Consulting Group on Monday, January 25, 2021. The summary of the findings of the investigation will be released during the Annual Report next week.  Mrs. Wallace stated we had met with the City Attorney and the Auditors to provide an update on the FY19 Audit. If the draft is not provided on February 8, 2021, the report will be submitted on February 10, 2021. Upon approval by the City Council the Fiscal Year 2020 Audit will begin.  Mrs. Wallace stated that the Brownfield on Addison Road application for an analysis to be completed and they will contact the owner of the property to determine what can be done on the property.  Councilmember Sistrunk stated it was stated that the land was contaminated a few years ago.  Council President Porter stated that there were several stories regarding the speculation of what has been thrown on the land. It was stated that .7 acres was contaminated, and it was a concern with WSSC to install water lines.  Council President Porter stated that the dump area can be used for development after a period of time.  Council President Porter stated that are they identifying one side of the street and phasing in the other areas, as the other side need some attention as well.  Mrs. Wallace stated that the Charrettes pertains to the CVS and Got Rice shopping centers not the brownfield.  Mrs. Wallace stated that they are concentrating on both sides of MLK for the development.  3.3. City Council Committee Reports 3.4 Economic, Planning, Development & Housing Committee  Councilmember Raynor stated that the city had received a letter from MDP regarding the Central Avenue Annexation.  Mrs. Wallace stated that the surveyor Ben Dwyer & Associates prepared the metes and Boundaries had initially included the incorporated area of the Town of Capitol Heights. The acreage on the metes and Bounds has been Page 2 of 4 DocuSign Envelope ID: 4AE28341-9A25-4F35-ABC8-E4E81B023B35 updated to reflect the correct area and removing the Town of Capitol Heights from the annexation description of Central Avenue.  Mrs. Wallace stated that we had resubmitted letters to State Department of Planning, State Highway Administration/Maryland Department of Transportation, County Council, The Clerk of the Circuit Courts and Maryland National Capitol Parking Planning.  Mrs. Lanham stated that the Public Hearing will be held on March 8, 2021 and will be advertised on February 11, 18, 25th and March 4, 2021. 3.5 Finance & Budget Committee  Councilmember Sistrunk stated that the Committee will be meeting with SPICE on February 10, 2021 to review the financial statements and meeting notes. 3.6 Government Affairs & Technology Committee  Councilmember McCarthy stated that the meeting on January 26, 2021 to review the Charter sections VII through XII.  Councilmember McCarthy stated the committee discovered the conflict of interest in the temporary appointment of Interim Deputy City Manager, which is being reviewed by the City Attorney.  Councilmember McCarthy stated that the committee has requested the department heads to review and be prepared to submit recommendation to the streets in seat pleasant on February 22, 2021. 3.9 Environmental Justice & Transportation Committee  Councilmember Love stated that we had partnered with Mr. Mosley on the second Wednesday of each month with a food give-away at the Apartments on Greig street.  Councilmember Love stated that they distribute a food basket to the residences that cannot get out to the grocery stores. Council President stated that he has instructed the Staff Assistant to have the council contact information listed in each city newsletter. Councilmember Sistrunk stated that she is having her first Ward V meeting on February 22, 2021 and any announcements can be done at the Ward meeting. NBC-LEO Smart City Tour  Council President Porter stated that the incoming NBC LEO president has requested that the City present a Smart City Tour to showcase what the city is doing as a Smart City during the NLC Conference in March 2021 in Washington, DC. 7.
