COMPLIANCE WITH OPEN MEETING LAW
• Compliance with Open Meeting Law was verified by President Amy Stuber.
APPROVE MINUTES OF LAST MEETING OF NOVEMBER 13, 2024
• Meeting minutes from November board meeting were reviewed. Motion by Suzette Hackl, second by
Stephanie DeLorme to approve. Motion carried by voice vote 6-0.
FINANCIAL REPORT
• November and December financials were reviewed. Motion by Alex Hartwig to approve, second by
Annelies Hartwig. Motion carried by voice vote 6-0.
SOUND OFF - PUBLIC COMMENT
• Patti Peterson announced the date for the 2025 Shawano FlavorFest Cooking School & Expo – Saturday,
March 22. This event is in partnership with Market Messenger, Shawano Community Education and Charlie’s
County Market.
• Jean Ranta reported the apartment above Old Glory Candy has been completed.
• Annelies Hartwig reported the apartment above The Avenue is finished and has been rented.

Suzette Hackl brought up the idea of working with the Green Bay chamber to bring a bus load of ladies
to downtown during the NFL Draft. Lesley Nemetz recently attended a NFL Draft meeting for areas
where they strongly discouraged against holding activities to take visitors out of the Green Bay area.
Suzette was going to follow up with Suzanne Wittman at the Shawano Country Chamber to see what
kind of opportunities there may be with this influx of traffic coming to the area.

Spring BreakOUT – March 8
o Our next event!
o We have 24 businesses signed up to participate.
Annual Meeting – April 10
o Last month we discussed idea of someone talking about marketing – did anyone have any other
thoughts or suggestions for a speaker?
ShawanoFest & Octoberfest vendors
o Vendors: For 2025, let’s discuss a different approach to the type of vendor at ShawanoFest and
Octoberfest.
o At each event we have room for 52 vendor spaces in the 100 and 200 block of Main Street (we
only use the portion in the 200 block of South Main Street that is north of The Naberhood).
o 2024 at ShawanoFest had 46 vendor spaces that were vendors selling items (crafts, goods,
commercial products such as Thirty-one). The remaining vendors had what I would consider
displays (window company, political party, etc).
o I would like to propose in 2025 we only allow vendors who are selling items; these are the type
of vendors that attendees patronize.
o However, there is a high level of inquiry from businesses who would like to have a booth at
these events. Could we find an alternative area for them? It would still need to be an area with
good foot traffic. Is there a spot in The Naberhood? Could we do this as a “test run” this year
and charge a lower rate? With the thought we would be asking for vendor feedback and rate is
subject to increase in future years?
Other
o Parking – an email was sent a few weeks ago reminding business owners NOT to park in front
of their own business and/or a neighboring business. I encouraged business owners and their
employees to use the city public parking lots and leave parking spaces in front of storefronts for
customers.
o Website: I’ve been working on slowly updating our website, starting with the Business tab and
redesigning these pages to include each business’ logo as well as phone number, location and
web/social link. Previously it was just a listing of businesses which was kind of boring and
uninviting to click on. The traffic on our website has increased with many of those checking out
the retail link.
o I met with Amber at Boho Belle Boutique prior to her grand opening.
o Meeting with Rachel Bleser; they have purchased the former Hal’s Hallmark building.
o Meeting scheduled with Natasha Selle on Thursday, the owner of Hearts of Garnet that will be
opening her business on February 14 in the former Idell Johnston State Farm Insurance
building.
o Have met with Patti Peterson from Christensen Printing and Tracy Sirna from Results
Broadcasting – will go over their proposals during the February meeting.

Title: Results Broadcasting 2025 Proposal
Subject:
The approval of this action item would place ads on WTCH 96.1, Frog 92.3 and WOWN 99.3.
Each station will run 6x (:30 ads) per day for 7 days in 6a-12p (prime time) for each event. This
schedule will run for 8 BID events; on a non-event month shop local ads will be run.
Background:
• This is a similar proposal to 2024; there was a rate increase in 2025.
• Slight change in billing; in 2025 will be billed over a 10-month time period (not 9 as in the
past) due to the fact our first event is March. See following page for tentative monthly
plan.
• This proposal includes: WTCH Christmas Music takeover which we use to promote the
Holiday Stroll & Tree Lighting; regular spots on the Breakfast Club and coverage of
Shawano community events, such as Santa parade.
Financial Considerations:
• This expense is budgeted in Advertising/Promotions cost area (210-56720-3120).
Recommendation:
Recommend the 3-station option (WTCH 96.1, Frog 92.3 and WOWN 99.3) at a cost of
$378/month for the months of March through December. This would be an annual cost of
$3780.

Title: Market Messenger Advertising Proposal 2025
Subject:
The approval of this action item would give Shawano Downtown presence in the Market
Messenger to promote our events. In addition, print copies of the Shawano Downtown maps
that were introduced in 2024.
Background:
In 2024, Shawano Downtown created a map per request by many businesses. This
project was well-received. We tweaked the map throughout the year as new businesses
joined Shawano Downtown and had additional copies printed and distributed. In
addition, this map was printed in the Market Messenger for our location-driven events

During the February BID meeting, Patti Peterson will outline the 2025 proposal (see
following pages), which is very similar to 2024. However, the 2025 propsal includes
printing of more maps in 2025.
Financial Considerations:
This expense is budgeted in Advertising/Promotions cost area (210-56720-3120).
Recommendation:
Recommend moving forward with the proposal from The Market Messenger at a cost of $3640.

The purpose of the map is two-fold:
1. Market Messenger advertising
Of the 2025 events, three are “location-driven” by the businesses who choose to participate.
1. Spring Break Out
2. Ladies’ Day
3. Witches’ Night Out
The map will be used to direct shoppers to the participating businesses by highlighting their locations.
Ad space can then be purchased by the various businesses and placed with the map for greater impact.
2. Tear-off padded maps for directing shoppers
We will have updated maps printed and padded into tear-off sheets (as time allows)
for businesses to provide for shoppers.

• Press releases and color photos will be printed prior to each event.
• Santa Parade winner photos will be printed.
• Map customization will be included for each event.
