Page 2 of 38 SHAWANO CITY-COUNTY AIRPORT COMMISSION MINUTES August 19, 2025 4:30 PM Shawano Airport Conference Room CALL TO ORDER The August meeting of the Shawano Airport Commission was called to order by Chairman John Seidel at 4:30 pm, in the Airport Conference Room. PLEDGE OF ALLEGIANCE ROLL CALL OF MEMBERS A.  Commissioners present ... Seidel, Engel, Bloedorn, Brunson, Milavitz, Meyer and Hauer ... all present  Others present ... Eddie Sheppard, Matt Pleshek, Tina Aderman, Clarence Schampers, Colin Isom and AM Kyle Hotvedt APPROVAL OF AGENDA AND MOTION TO DEVIATE A. A motion was made by Commissioner Bloedorn, seconded by Brunson, to approve the agenda and deviate as necessary. Carried in a voice vote. APPROVE PRIOR SHAWANO CITY AIRPORT COMMISSION MEETING MINUTES A. Approval of the minutes of the July meeting of the Airport Commission ... the minutes of the July meeting were approved as read. CORRESPONDENCE A. Chairman Seidel reported an inquiry from American Marine and Motorsports regarding the potential for locating a UTV at the Airport for use as a courtesy vehicle. Following the discussion, several insurance and other questions were raised for follow-up with the City. Airport Manager to follow up. Tabled for now. Various inquiries were noted regarding low-flying aircraft, all apparently dealing with dusters and dealt with by AM Hotvedt. Commissioner (and Shawano Mayor) Milavitz reported a follow-up conversation with Chairman Seidel, indicating intent to defer retirement from the Commission for the time being. All other correspondence in connection with other agenda items. PUBLIC COMMENT A. Clarence Schampers reported concerns over water incursion in parts of hangar #11 due to adjacent grade issues. He expressed interest in doing some trenching or ground adjustments adjacent to the hangar in a couple of spots. No objections expressed, but Clarence was advised to contact Digger's Hotline for proper marking prior to any digging or trenching. REPORTS A. FINANCIAL/TREASURERS REPORT  Monthly financial statements ... see agenda attachment, Treasurer Brunson reviewed the report, with nothing unusual reported for the month, and expressed thanks to Katie at the City for assisting in explaining the fuel accounting to the AM and himself to better understand accounting fluctuations.  Update on fuel pricing and marketing ... August volume down about 1000 gallons, consistent with other airports in the area  Other financial matters ... The sale of the Case plow and the Airport pickup truck were discussed as a means of generating additional income. Both are in process, the truck needing a replacement of some Page 1 of 15 Page 3 of 38 kind. The question of selling the old aircraft floats in storage was discussed, Kyle to discuss this further with the owners to clarify intent and ownership prior to further marketing decisions B. AIRPORT DIRECTOR/MANAGER REPORT See attached Airport Maintenance Manager Isom presented a list of prospective equipment purchases, noting that in many cases existing equipment was old or worn out, and that he was supplementing some of these items with his own equipment. Potential for donation of certain items was discussed. Treasurer Brunson indicated that there were no funds in the budget for significant tools addition. Possibility of using the proceeds of the plow sale and potentially the float sale for tool purchase was discussed. Tabled for the time being. CONSIDER/APPROVE ACTION ITEMS A. Debrief of the Fly-in/Car Show, and any possible actions in connection therewith. Universal disappointment was expressed regarding the need to terminate the event due to the inclement weather on Saturday. Despite that, it was still a good turn-out and between 20 and 30 kids got Young Eagles rides before shutdown for safety considerations. Due to the bad weather forecast for Sunday the 17th, the partial show of the 16th, and other issues, it was decided the 17th was not viable. The Young Eagles Rally has been rescheduled for Sunday, August 24th with Chapter 1710 availability and positive weather forecast. Concerns were expressed regarding the working relationship with the local EAA Chapter regarding this and other Airport events, with plans for follow-up when existing events are completed. Secretary Engel provided an overview of the EAA event planning, risk management and insurance requirements for further consideration in working with EAA chapters. B. Debief of the EAA AirVenture Race viewing party and any possible actions in connection therewith ... Commissioners Engel and Brunson reported on the Race, indicating good attendance, but down slightly from the prior year. Positive feedback received from attendees, Race officials/leadership, and EAA. The balsa airplane give-a-way and flight contest was popular. The event has furthered our relationship with Wausau Chapter 640 who host the event. Consideration is being given to establishing a regional leadership team to discuss how to broaden the viewing party and increase overall exposure to the event. Shawano being somewhat the example of how to do it. We should get next year's event on the calendar and plan accordingly. C. Plans to submit Petition Application, status thereof, and any possible actions in connection therewith ... The City will include the discussion of the Petition submission and seek approval of the related resolution at the next meeting of the City Council. Nemetz will work with Hotvedt and Engel to assemble and submit the signed package thereafter. D. Update on Sewer/Water Project, and any possible actions in connection therewith. City Engineer Matt Pleshek presented information he had developed following earlier conversations with the Commission, Mike Bloedorn and Eddie Sheppard regarding the sewer and water project, layout and options. Two major options were discussed, one providing service to primarily the center section of hangars (rows 2 & 3) and one to facilitate more of the existing hangars. Cost on the first, estimated at $211k and $261k for the second. Individual hookups and extensions not included. Benefits of either were discussed as were potential for funding. It was agreed that a working group led by Commissioner Bloedorn, would take this discussion and develop a plan for further discussion with hangar owners to seek interest and get additional ideas. AM Hotvedt to schedule a meeting. E. Update on Solar Project ... Commissioner Milavitz reported conversations with Bruce Gomm of SMU, indicating a proposal would be forthcoming from a solar developer and GLUE regarding Airport solar in location #1 on the Master Plan ALP draft. More to come. F. Update on Obstruction Clearing Project ... Nothing further to report at this time. G. Status of new hangar construction ... Construction nearly complete, paving completed, door ready to be hung, but waiting till after the Young Eagles Rally to avoid any working issues. Update on planning for Schampers retirement event, and any actions in connection therewith ... AM Hotvedt reported all was a go for September 11th, fliers out, arrangements made. All welcome. NEW BUSINESS A. Airport Policies and Procedures development. Secretary Engel opened the discussion by indicating that at present, the only meaningful operating rules existing at the Airport were contained in the Lease agreements and those requested by Airport Sponsors (those being The City and County), and being limited to insurance matters ($1mm in liability coverage for those on the Airport as well as the City, County, Airport and Commission being named on the policy). Airport growth and development have created opportunities for multiple Flying Clubs, new hangar development, and interest by third parties to do business on the field. To avoid these being "one-offs" it is in our best interests to make some progress in establishing written operating rules for the Airport. This project was initiated by former AM Colin Isom, and together with Engel, an edited version was developed for discussion in the past. It was tabled due to other pressing matters and the need for further evolution to make the draft better suited for an airport like Shawano. Engel, and Brunson have recommended that a working group, headed by AM Hotvedt, and involving Isom and Commission members to be determined, initiate a process of creating a framework of a policies manual (laying out proposed contents in some form of indexed manner) and developing content to populate the framework over a period of time, seeking approval of the Commission in a piecemeal manner, the focus being on those sections most relevant and timely (such as perhaps the section dealing with outsider operations/permissions on the Airport). Some sections (perhaps definitions as an example) would be non- controversial and could be quickly established, maybe with the proposed framework. Consensus was to proceed and plan for further discussion at the next meeting. ADJOURNMENT A. A motion was made by Commissioner Bloedorn, seconded by Brunson, to adjourn the meeting at 7:02 PM.
