MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD FEBRUARY 15, 2022 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on February 15, 2022. The meeting was called to order by Mayor Judy Nation at 6: 30 pm. Roll Call: Smiley, Burns, Rissler, Hunt, Sappington, Allen. Carroll— Present. City Representatives Present: Phillip Patterson, City Administrator; Renea Ellis, City Clerk; Chief Jeremey Criner, Fire Department; Chief Allan Gilbert, Police Department; Ben Rhoads, Sr. City Planner; and Jay Williams, City Attorney. Opening prayer. Director Allen led the opening prayer. The mayor led the Pledge of Allegiance. Public Input: The mayor asked if there was anyone in the audience who would like to address the Board on any item not on the regular agenda. No one came forward. The mayor asked if there were any comments from the audience regarding an item on the Consent agenda. No one came forward. Consent Agenda: A. Regular Meeting Minutes/ February 1, 2022 B. Dedication of Utility Easements/ 14800 S. Highway 43 C. Dedication of Utility Easements/ 190 Highway 59 North D. Dedication of Utility Easements/ 801 E. Lake Francis Drive E. 2021 Destruction Affidavit/ Records Director Allen asked that Item E be removed from consent. A motion was made by Smiley and seconded by Sappington to approve the remaining Consent Agenda items. Nation asked for a roll call vote. Motion passed unanimously. Item E: Allen stated he had the item pulled as he would like to have the videos, slated for destruction, removed from the list. Following discussion by the Board, a motion was made by Hunt and seconded by Smiley to table the item until further clarification could be received regarding the videos. Hunt rescinded her motion; Smiley rescinded the second. A motion was then made by Hunt and seconded by Smiley to approve the item, with the Planning Commission and Board of Directors videos removed from the list. Nation asked for a roll call vote. Ben Rhoads briefed the item. Patrick Foy of Morrison-Shipley, on behalf of the applicant, asked that the d Board place this on its 2nd and 3` reading. Several directors indicated they were against this request. A motion was made by Smiley and seconded by Burns to place Ordinance 21- 22 on its 2" d and suspending the rules and reading by title only. Motion passed unanimously. An ordinance entitled: An Ordinance Accepting the Annexation of Certain Territory at the 200 Block of North Airport Road to the City of Siloam springs, Arkansas and assigning the same tot a Ward; was read on its second reading. d Item G: Ordinance 22- 05 / 2" Reading/ Amending Section 102- 21 of the City Municipal Code/ Rezoning from A- 1 to R- 4/ 300 Block of North Simon Sager Avenue. Ben Rhoads briefed the item. Terry Burruss, architect, on behalf of the applicant, asked the Board to consider placing this item on its second and third reading. Burns and Smiley indicated favor as there were no points of concern with this item. A motion was made by Smiley and seconded by Burns to place Ordinance 22-05 on its second and third reading, suspending the rules and reading title only. Motion passed 6/ 1 with Allen abstaining. An ordinance entitled: An Ordinance Amending Section 102- 21 of the Siloam Springs Municipal Code ( City Zoning Map); Rezoning( from A- 1 to R-4) Property Located at the 300 Block of North Simon Sager Avenue; was read on its second and third reading. A motion was made by Smiley and seconded by Burns to adopt Ordinance 22- 05. Motion passed 6/ 1 with Allen abstaining Item L: Administrator' s Report: Patterson reported to the Board about the items on the attached report, pointing out the current COVID update slides were not the most recent. The mayor thanked the Chamber of Commerce( CoC) for the recent Chamber Banquet; congratulated Mary Nolan, Lucinda Jenks and Audra Ferrell on their awards; thanked city crews for their work during the winter storm event. Directors Reports: Hunt echoed Nations comments; encouraged the public to utilize Camp Siloam' s facilities; thanked the street division for repairs done in Ward 1; and thanked those in the audience from the FD for their attendance. Burns congratulated Mary Nolan and" Louie Thomas' daughters;" said he would bring up cutting funding for the COC during the next budget cycle, with the portions of the monies being divided between Main Street Siloam Springs to expand the Farmer' s Market and to the History Museum; and congratulated Cammie Hevener on her being named CoC Board Chair and her husband Al, on being First Gentleman. Sappington asked if she could get curb cut locations for the upcoming development on E. Lake Francis; expressed concern over the traffic congestion on Tulsa during school drop off and pick up; asked for clarification on brush pick up days; congratulated Kam Rackleff for receiving the Ambassador of the Year Award at the CoC banquet and said it was a fun evening. Rissler expressed her condolences to the Al Gregory family; said the CoC event was amazing, and that she appreciated the review of what the CoC had done in the past year; that she sees the benefit to partnering with the CoC; and said the flags on 412 were amazing in the wind today and how she Board of Directors Meeting Minutes Page 13 February 15, 2022 appreciated their presence. Carroll gave a word of exhortation, as we finish up in the pandemic, use common sense and be who we are called to be; that he was happy to see the Pt responders in the audience; and that he was proud and glad to be a part of Siloam Springs. Smiley thanked staff for the quick response on clearing the streets after the storm; and thanks all staff of the city; thanked the CoC for a great banquet; said she appreciates Camp Siloam in our area as a venue; extended condolences to the Gregory family; and encouraged the audience to go on the city website to use the" Fit-It" app. Allen also extended condolences to the Gregory family; said Al had taken Siloam to the next level during his time at the city; encouraged the audience to go to YouTube and watch the video that Chris Salley had done with regard to the comprehensive plan; asked about school donation of property along Tulsa street; thanked the CoC for the banquet; pointed out that Camp Siloam was a wonderful facility made possible in part by the J. B. and Johnell Hunt Family donation; said he appreciated the current CoC leadership; and explained his recent abstentions on items that included his brother in part. With no further business, a Motion to adjourn was made by Allen and seconded by Burns. A voice vote was called. Motion passed unanimously. Meeting adjourned. Expenditures: 34, 500. 00— Fire Department— Community Risk Assessment 36, 973. 30— Fire Department— Ladder 4 - Repairs 2. During the winter storm earlier this month, Street Division crews worked 12- hour shifts from February 2" d through the 5th totaling 616. 5 hours, which were spent spreading 112. 8 cubic yards of salt& sand, and snow plowing. Total labor and material cost to the City was $ 18, 574. 3. UAMS Broadband Feasibility Study Grant— we received news on Friday the 11 th that our application was denied for funding, and that they are no long accepting new applications. 4. Broadband Feasibility Study Phone Survey According to the consultant the telephone survey is going good, and its about halfway completed. The consultant stated that our public is a pleasure to work with. We still want residents and businesses to take the online surveys, and internet speed test, which can be found on the City' s webpage at www.siloamsprings.com The links to these surveys can be accessed by clicking on the FEEDBACK CENTER link at the top of the City' s homepage. 5. 2023- 2024 Board Goals 6. Covid Update— per the Arkansas Center for Health Improvement As of February 7th, the 14- day infection rates per 10k county residents have dropped by 54% in Benton County( 214 to 99) and by 46% in Washington County( 206 to 112). As of February 13th, the daily active cases per 1, 000 county residents have dropped to 5. 55 in Benton County and 6. 69 in Washington County. These numbers are similar to the numbers at the beginning of the year.
