Complete Streets Review Lacock and Trebilcock provided background and review of the Complete Streets Review including examples of projects which have benefited from the review checklists. Sims stated that the complete streets review for 49th Street has issues since sidewalk is not included on the north side, even though a side path was constructed on the south side of the street. Discussion followed regarding traffic calming, capital improvement program (CIP) funding, engineering design standards, and how the Active Transportation Board will help implement further changes. Board Member Koni Sims made the motion to approve the Complete Streets Review. Board Member Holmquest seconded the motion. Voice vote to approve: 8 Yes: Hartmann, Holmquest, Hutchinson, Meyer, Palfy, Pickard, Sims, Hoftiezer 0 No: (None). Motion Passed. b. Painting bump-outs in the right-of-way Lacock reviewed the issues with painted bump-outs including the following; color of paint, design, permitting, and process. Hoftiezer spoke to data showing the effectiveness of painting. Discussion followed. Lacock stated that the topic would continue to be discussed and that data on effectiveness would be provided in the future. c. Bike Committee Report Lacock stated that no meeting had been held in October. Lacock indicated that the Bicycle Committee would be tasked with reviewing a Bike Audit program from AARP in November for potential implementation in the Spring. d. Pedestrian Committee Report Jeff Schmitt, Planning Projects Coordinator, provided an update from the Pedestrian Committee including discussion of CIP funding. Schmitt stated that the ADA Transition Plan would be on the agenda for November and requested that it be added to the ATB agenda as well. e. PATH Report Hoftiezer stated that the next meeting would be in November. Hoftiezer indicated that the City has been in discussion with the South Dakota DOT regarding the Bipartisan Infrastructure Bill / State Highway Safety Plan which includes a section on vulnerable road users. Hoftiezer stated that the staff review of pedestrian and bicycle crashes would be called the Vulnerable Road User (VRU) quarterly meeting. Discussion followed. Sims provided an update on the White Cane walk which was  attended by the Mayor and invited the Board to attend the Refocus art exhibit at Monick Yards in downtown.
