CALL TO ORDER AND DETERMINATION OF QUORUM Vice Chair Philips called the meeting to order and determined quorum. Hartmann, Holmquest, Hutchinson, Pickard, Sims in attendance. Meyer and Palfy excused absence. APPROVAL OF THE AGENDA Board Member Bradley Hartmann made the motion to approve the agenda. Board Member Hutchinson seconded the motion. Voice vote to approve: 5 Yes: Hartmann, Holmquest, Hutchinson, Pickard, Sims 0 No: (None). Motion Passed. APPROVAL OF MINUTES Board Member Koni Sims made the motion to approve the minutes. Board Member Hutchinson seconded the motion. Voice vote to approve: 5 Yes: Hartmann, Holmquest, Hutchinson, Pickard, Sims 0 No: (None). Motion Passed. PUBLIC COMMENT OLD BUSINESS NEW BUSINESS a. Class II electric bicycle ordinance Councilor Greg Neitzert presented the proposed Class II electric bicycle ordinance amendment and reasons for allowing them on the shared use trail. Kollars noted that speeding is not an issue with an average speed of 11 mph and only 8% above 15 mph. Concerning trends include congestion, variation in speeds, distracted users, and evolving technology of electric devices. Sims raised concerns regarding safety and mobility issues; asking for more information before moving forward. Hutchinson spoke to risk and if Class II e-bikes are a problem. Kollars stated that the ordinance amendment addresses an emerging trend and will not be the end of electric bicycle issues as technology evolves. Question regarding enforcement. Sgt Olsen reviewed police department commitment. Pickard raised concerns regarding vulnerable users and asked questions regarding education and enforcement. Kollars reiterated that this is a first step, and that the City's position will continue to evolve. Question regarding highest speed recorded on trail. Kollars and Sgt Olsen confirmed that the highest speed was 23 mph; but may have been a City vehicle. John Claussen, Sioux Falls resident, spoke to concerns with electric bicycles being heavier, faster and quieter. Neitzert and Kollars spoke to an education campaign and new signage before enforcement begins. The proposed ordinance would go into effect in June. Board Member Richie Hutchinson made the motion to approve the ordinance amendment. Vice Chair Philips seconded the motion. Voice vote to approve: 4 Yes: Hartmann, Holmquest, Hutchinson, Philips 2 No: Pickard, Sims. Motion Passed. b. PATH report Meeting was canceled. c. Pedestrian Committee report Meeting held on Tuesday, January 16th. No issues brought forward. d. Bicycle Committee report Meeting will be held on January 22nd. ADJOURN Board Member Bradley Hartmann made the motion to adjourn the meeting. Board Member Sims seconded the motion. Voice vote to adjourn: 6 Yes: Hartmann, Holmquest, Hutchinson, Pickard, Sims, Philips 0 No: (None). Motion Passed.
