CALL TO ORDER AND DETERMINATION OF QUORUM Philips, Palfy, Pickard, Hutchinson, Hartmann, Sims, Meyer, and Holmquest present. APPROVAL OF THE AGENDA Board Member Koni Sims made the motion to approve the agenda. Board Member Meyer seconded the motion. The motion Passed 8 to 0. APPROVAL OF MINUTES Board Member Chrissy Meyer made the motion to approve the minutes. Board Member Holmquest seconded the motion. The motion Passed 8 to 0. PUBLIC COMMENT Joe Batcheller, President; Downtown Sioux Falls, spoke regarding downtown walkability. Growing concerns about trends with downtown being less livable, less safe and backsliding commercially. Batcheller identified that the 2035 Downtown Plan promotes pedestrian safety and a walkable downtown. Batcheller spoke regarding LABS "Lively, Beautiful Streets" and a proposed downtown road diet on 10th and 11th Streets. Batcheller stated that traffic volumes downtown have gone down over the last few years according to City data. Lacock asked for direction from ATB; and ATB stated that a Batcheller present at Pedestrian Committee in March with a proposal. OLD BUSINESS NEW BUSINESS a. Discussion followed on topics including alternatives, prioritizing the next routes, and updating the needs based on completed segments. b. Complete Streets - Current and Future Projects Philips presented on Complete Streets projects that were completed in 2023, in progress in 2024, and future projects in 2025 and 2026. Philips identified what projects would include complete streets elements. Lacock identified projects that have been successful but could use additional improvements such as the Dakota Avenue bumpout where a street tree was not included. Sims spoke regarding safety of downtown streets, Batcheller and Sims identified a location where they could meet to see if DTSF could better improve pedestrian safety downtown. c. Complete Streets - Discussion of opportunities Philips presented regarding opportunities for Complete Streets. Typical projects may not include bike lanes or new sidewalk; but will typically include improvements to curb ramps including a preference for dual curb ramps. Pickard spoke regarding Bentonville, Arkansas and the streets constructed with no sidewalks. Pedestrians share the roadway with cars. d. Board Reports Lacock stated that no board meetings were held in February. ADJOURN Board Member Koni Sims made the motion to adjourn the meeting. Board Member Meyer seconded the motion.
