CALL TO ORDER AND DETERMINATION OF QUORUM Lacock called the meeting to order and read the meeting procedures. Hartmann, Holmquest, Lacock, Meyer, Palfy, Pickard, and Philips were present. Sims was virtually present. Hutchinson was absent. APPROVAL OF THE AGENDA Board Member Chrissy Meyer made the motion to approve the agenda. Board Member Palfy seconded the motion. PUBLIC COMMENT OLD BUSINESS Lacock inquired if there had been any major updates to the construction projects Xcel list by Public Works. Philips confirmed there had been no major changes. Downtown Bump-Out Pilot Project Board Member Chrissy Meyer made the motion to approve the Downtown Bump-Out Pilot Project with the additional bump outs as approved by city staff. Vice Chair Philips seconded the motion. Joe Batcheller with Downtown Sioux Falls presented on a proposed Bump-Out Pilot Project in downtown. Project objectives are to enhance the pedestrian experience and slow vehicle traffic. For this pilot phase, the bump-outs would be installed with paint and delineators and funded by grant money obtained by DTSF. Batcheller proposed adding back bump-outs along 7th and Phillips as well as 10th Street that had been initially rejected by City Staff. Discussion followed on topics including ADA compliance, midblock crossings, education and timeline. The motion Passed 7 to 0. b. Subcommittee Updates Lacock provided an update on potential regulations around eBike rentals. Pedestrian Committee was canceled for June. ADJOURN Lacock adjourned the meeting.
