RESOLUTION NO. 30-25 A RESOLUTION AUTHORIZING AN APPLICATION FOR FINANCIAL ASSISTANCE, AUTHORIZING THE EXECUTION AND SUBMITTAL OF THE APPLICATIONS, AND DESIGNATING AN AUTHORIZED REPRESENTATIVE TO CERTIFY AND SIGN PAYMENT REQUESTS. WHEREAS, the City of Sioux Falls, SD (the “City”) has determined it is necessary to proceed with improvements to its clean water system, including, but not limited to, Water Reclamation Facility Expansion and Capacity Improvements (the “Project”); and WHEREAS, the City has determined that financial assistance will be necessary to undertake the Project and an application for financial assistance to the South Dakota Board of Water and Natural Resources (the “Board”) will be prepared; and WHEREAS, it is necessary to designate an authorized representative to execute and submit the application on behalf of the City and to certify and sign payment requests in the event financial assistance is awarded for the Project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: 1. That the City hereby approves the submission of an application for financial assistance in an amount not to exceed $32,761,000 to the South Dakota Board of Water and Natural Resources for the Project. 2. That the City is hereby authorized to execute the application and submit it to the South Dakota Board of Water and Natural Resources and to execute and deliver such other documents and perform all acts necessary to effectuate the application for financial assistance. 3. That the Mayor and/or Director of Public Works or the Public Works Business Operations Manager is hereby designated as the authorized representative of the City to do all things on its behalf to certify and sign payment requests in the event financial assistance is awarded for the Project. BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the appropriations in the Sales/Use Tax Fund be transferred: Transfer From: Purpose Amount Fire Unencumbered appropriations $1,000,000 OCEP 0925-Fire Radio Tower balance exists. Motion Passed.  RESOLUTION NO. 32-25 A RESOLUTION AMENDING THE 2025–2029 CAPITAL PROGRAM. BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD. That the 2025–2029 Capital Program shall be amended as follows: Fire Amend the Other Capital Expenditures Program by adding radio equipment in 2025. The estimated cost is $500,000 and will not require an increase in appropriations as it will be funded by canceling OCEP 0925-Fire Radio Tower. Police Amend the Other Capital Expenditures Program by increasing the cost for radio equipment in 2025. The estimated cost is $1,000,000 and will require an increase in appropriations that will be funded by canceling Fire OCEP 0925-Fire Radio Tower. Amend the Other Capital Expenditures Program by adding an SUV and equipment in 2025. The estimated cost is $100,000 and will require an increase in appropriations that will be funded with a federal grant. Fire/Metro Communications Amend the Other Capital Expenditures Program by adding a recorder in 2025. The estimated cost is $250,000 and will require an increase in appropriations that will be funded from the 911 Dispatch Fund available fund balance. Water Amend Capital Improvements Program Project No. 22007, Water Collector Well Improvements, by adding funding for construction in 2025. The estimated cost is $400,000 and will not require an increase in appropriations as it will be funded by State Revolving Loan Funds. Amend Capital Improvements Program Project No. 22011, Transmission System Improvements, by adding funding for construction in 2025.
