CALL TO ORDER
Present: Board Member Darrell Schmith, Vice Chair Erica Mullaly, Board Member
Anita Wetsch, Board Member James Krueger, Chair Katrin Profilet (late)
Mullaly called the meeting to order at 8:02 am.
APPROVAL OF THE AGENDA
Board Member Darrell Schmith made the motion to approve. Board Member Wetsch
seconded the motion.
The motion Passed 4 to 0.

Board Member James Krueger made the motion to approve. Board Member Schmith
seconded the motion.
The motion Passed 5 to 0.
2. 2025 BID Budget
Joe Batcheller shared that there are two proposed 2025 Budgets; one with retaining
the Block by Block (BBB) services for the Ambassador Program, the other is bringing
those services in house.
Powers reminded the Board that the 2025 Budget has an additional $150,000 to add
more Ambassadors to support outreach for the street populations.
Batcheller introduced Anna Schmoll and Chip from BBB to present there proposall for
the 2025 Budget. The budget reflects the additional dollars and will increase the
amount of ambassador hours. Schmith asked BBB what they learned over the last
year. Schmoll indicated that the majority of the street population is transient which is
one of the challenges that they will need to continue to work through with the
services.
Batcheller presented the 2025 Budget that would bring the Ambassador services in-
house. One of the reasons for looking to bring the services in-house is due to the rates
increasing for the services provided by BBB. Schmith asked how the two budgets
differ. Batcheller indicated that the labor costs for the in-house option would be less
than BBB because their rates include other overhead costs. By bringing it in-house the
savings of funds can be allocated to other services and programs in the budget.
Krueger and Wetsch both indicated that it appears that DTSF is currently doing or can
do all of the services of the Ambassador Program and it would make sense to have the
dollars go further with the in-house option. All the Board Members agreed.
Board Member Anita Wetsch made the motion to approve the 2025 Budget, with the
recommendation to the DTSF Board to select the in-house services. Board Member
Schmith seconded the motion.
The motion Passed 5 to 0.

seconded the motion.
